welcome to your newly refurbished County Hall building
this is phase one of the improved and efficient County Hall building
incorporating a public access area café canteen and library
phase two has already begun it will involve the refurbishment of the old
County Hall side of the building it will be used as office space for Wiltshire
Council staff your new public access area is a modern and
innovative way of using public buildings it has been fitted with the latest energy
efficient technology to make sure that the Council is not wasting energy and is keeping
its bills down the atrium space where you can enjoy your
coffee or meet with members of staff has been designed to make use of the latest technologies
and systems that vastly reduce the energy required to run the building
it is expected that the new County Hall will emit 40% less carbon from its energy use than
if the building had been left un-refurbished that saves money as well as helping the environment
one of the greatest causes of heat loss in buildings is air leakage
County Hall has achieved class-leading levels of air-tightness whilst providing plenty of
fresh air also
the roof of the atrium uses inflated plastic panels similar to the Eden Project Biomes
the plastic surface has been printed with a solar shading pattern to reduce the effects
of sunlight and the air in the panel provides a high level of thermal insulation compared
to glass the atrium is an air conditioned space, which
carefully hides air handling equipment in the floor grills and in the furniture
however this vast space would require huge energy resources to maintain at a steady temperature
by allowing the temperature range to vary a little more than in the office areas
the council will be saving on energy costs the air pressures are varied within the building
ensuring that air hot air or smells from the café are drawn up through the atrium and
released at ceiling height stale air from the work areas is also drawn
through the atrium in the same way heat is recovered from this stale air and
re-used in colder areas of the building with this heat recovery arrangement
the heat energy produced from equipment people and catering is captured and reused
rather than wasted the building is designed to use heat recovery
as a main source of energy rather than always using gas or electricity to reach optimum
temperatures temperatures and ventilation within County
Hall are controlled by a Computerised Building Management System
it is linked to hundreds of sensors and controls throughout the building
some of the staff working areas have the ability to alter temperatures within a small tolerance
this gives you the opportunity to locally set your own comfort level
without making the area too hot or cold for other people
of course it is always worth remembering to dress appropriately for the office temperature
the lighting in County Hall now makes use of the most energy efficient lamps available
and has a sophisticated control system there are sensors that automatically measure
the levels of natural light around the building and adjust the lamp levels to balance it out
dimming in areas where natural light is the most effective lighting method
the lights are also controlled by occupancy sensors
they are designed to turn off after a set period of time if they do not sense that there
is any one there all kitchens have been fitted with zip taps
which will reduce the amount of money spent on water coolers kettles or urns
zip taps use 40% less energy to boil water than a traditional kettle
Wiltshire Council's flexible working arrangements means more staff members can be accommodated
in the building by actively promoting home working and by
encouraging the use of break out areas rather than always working at a desk
additionally rainwater harvesting has been harnessed to re-use rain water in the building
