meeting and said i don't want to discuss

all these republicans by the way

came into office saying that there would be transparency
but they would show uh... sweeping legislation and they would show how it's
made and what's wrong and what's going on on what's right and set up

this deficit-reduction commission goes in there we don't know if you elect of
what's going on with them uh... i think it's pretty surprising and i i i you
know idea hard press and they have had a couple of public hearings
but nothing was illegally from those in the fact that they're not talking at all
about this
uh... is seemingly um... totally hypocritical to what their mission is
they're trying to solve this we need to know
how they're going to come up with the one point two trillion for anything out
of our debt our nation's deficit
and uh... and i would be uh... there would be nice just to
see what's going on there have one of the mansur frankly
uh... and they all all the uh... rank-and-file members will say well the
speech the chairman the chairmen don't say anything well we got a lot of very
productive day

with a concise answer
and its frustrating because the way that the rich
are portrayed in in the media as is if they're paying the lion's share of our
taxes well
and that they pay a lot of money but it's not about dollars it's about
percentages in the turnout about the amount of money they have and and and in
the loop holes that they're able to jump through to avoid paying taxes uh... and
it's also about the types of taxes we pay an american the difference between
income tax and payroll tax in grades the difference between a capital gains taxes
and uh... and an actual taxes and so i i think what we uh... that you know fox
put up this
truck called the fair share charge
uh... which which talked about uh... it showed that one of the top one percent
of income earners paid thirty eight point zero two percent in federal
personal income taxes uh... and
individual income taxes made-up only forty four percent
a federal revenues in two thousand i'm
you can see that you are right there forty four percent
payroll taxes in other taxes
uh... whether they be corporate taxes or excise taxes
uh... made up the rest forty two percent in payroll tax so the overall
portion of income
what little villages play misty so
the the the that so that would be this that senior payroll taxes made a forty
two percent of federal revenue in two thousand six eighty six percent of
households with wage-earners had higher payroll taxes than income taxes
and and here to simplify it for you know i don't feel as if i just did
but what you're looking at is the fact that only forty four percent of taxes
where was this proportionally waited to wealthy americans
were paid with income taxes the rest were paid with payroll taxes which are
in in in a way that they are regressive taxes and all its plan at the moment
payroll taxes
apply a flat percentage rate to an individual income under one hundred and
six thousand change
which makes the taxes very regressive
the overall portion of income loss to the tax
goes down as your income
goes up
two-fifths of the federal government's revenue to this comes from a progressive
income tax
uh... which fall harder on wealthier americans
but another two thirds
now that we went from two fifty two thirds
comes from payroll taxes which fall harder on outpouring working-class
americans and all of these taxes you know when you add state taxes which are
also a regressive
you're talking about proportionality so yes rich and wealthy americans are
paying more in taxes they're paying more dollars in taxes but they also have ways
of getting out of may have ways of paying less than fifteen percent if
they're making money off of hedge funds or capital gains they have ways and
they'll figure all but that's double tax because our income was that
but then comes out elisabeth
if you put it right into investment
so it's a little bit different
and even if it is that's going to put into investment the money that is making
in those hedge funds
first of all that other americans don't have access to because in order to get
into some of the central hedge funds if you invest a minimum of five million
sometimes ten million
sometimes one million it doesn't matter what the minimum is they're closed off
the people
of of small income
unless they get into a mutual fund
where they do something more sophisticated
but to avoid paying taxes in america is much easier if you're wealthy american
so the idea
that only wealthy americans are paying high levels of tax in america
is ludicrous
uh... and and is given becomes
uh... more uh...
evident once you go to lake let us state and local taxes the rights picture of
the overtaxed rich deteriorates even further under that scenario state and
local taxes are highly regressive in two thousand seven the lowest twenty percent
of earners in america
the lowest twenty percent of errors
lost eleven percent of income to state and local taxes
while the top one percent
lost just over five percent
so the proportionality of the way we are taxed in america and the
impacted that taxation on poor americans cannot be overstated i mean the the fact
that that people can go on fox news and say well the rich are paying so much
again so much in personal income taxes and by the way they're paying far less
now

and so into to say on television and in fairness chris wallace made the
distinction that it was in fact income taxes but to say on television
for the rich are paying more in taxes and their there and facing a higher burn
and should be taxed less

uh... and charts going up on fox news daily they're saying
uh... the good that the rich are unfairly tax america it simply isn't

effective tax rate and i don't know if we do we have a chart on that basis not
sure if we do
the total affect the federal tax rate on the richest americans fell six
percentage points
uh... and now that that goes back
uh... from two thousand six so
from two thousand nineteen seventy two thousand six
the rich started paying
six percent less than they were paying
percentage wise
you know including capital gains in nineteen seventy nine
from nineteen seventy nine to two thousand six directed six percent less
in taxes but over the same time period the share of all income in the nation of
top one percent
increased from nine point nine percent
and when i was just presented twenty-two twenty to percent
what what you're seeing here
is that the taxation of the rich is gunned down by the amount of money they
made has gone up so
and patiently listening to the same thing happened to the uh... middle and
lower class and of americans in in in in that same time period
however
here on if you think that during the same time period the top one percent
average income increase more than two hundred fifty percent while the average
income from the bottom ninety percent increased
less than seventy five percent
mhm plus two hundred fifty two point seventy five
meanwhile the top ten percent saw their total federal tax rate fall over two
percentage points
while their share of the income rose fifteen percentage points
uh... if the taxes that required
the rich to keep pace with the news even join the american economy
they would be a totally different level of taxation in america
and this is what fox news this is what conservatives this is where people were
republican
who are running for president watching to see

and it is going to create
a level of poverty in this country that has never been seen if it continues this
way the division between
rich and poor in america
because of the way we are taxing because of the ways out of paying those taxes
