Hello. My name is Keith Morgan.
I’m Vice Chairman of the Eden Scrutiny Coordinating Board
I also chair the Eden Environment and Economy Panel
I’d like to talk about proposals for the new scrutiny Work Plan for Eden District Council for 2010/11.
And I’d like to tell people in Eden how they can get involved in helping the Council decide the priorities.
>> INTERVIEWER: What are the proposed topics?
Well, nine topics are currently proposed.
‘Refuse Collection and Recycling’ is the first.
This relates to examining the pros and cons of alternate weekly collections ...
... collecting from each property, rubbish one week and recycling the next.
The second topic is ‘The contribution EDC makes to the economic regeneration of the district.’
This concerns a review of what the Council does to help the local economy
Third is ‘Disabled Facility Grants.’
These are grants to help fund aids to enable people to remain in their own homes as they become infirm.
There are more applications than funding and the review would look into the current policy of grant issue.
The fourth proposal is Measuring Service Standards.
This concerns a mystery shopping exercise
to check that Council services are being delivered to the standards set and expected
The fifth topic covers ‘The numbers of Members elected to represent Eden District.’
It’s possible a joint scrutiny review will be conducted with South Lakeland District Council arising from the proposed shared services agenda.
The next topic covers ‘Parks and Open Spaces.’
The review will ask: Does the service provide value for money?
The seventh topic is ‘Sustainability with the emphasis on Sustainable Communities.’
This topic arises from the Sustainable Communities Act.
The eighth topic is ‘Shared Services.’ concerning the possibility of a joint scrutiny with South Lakeland District Council.
This will look at specific services and provide advice on ...
... whether better efficiency can be gained from delivering services with another council
Finally, the ninth topic is The Penrith New Squares site.
This important topic refers to a consultation review
of future possible development ideas.
>> INTERVIEWER: How might people actually get involved?
The public are being invited to select the 4 topics they consider most important for the scrutiny review.
There are several different ways to get involved.
First of all, people can find information by accessing the Council’s Consultation Finder Database
and that's available in the ‘Have Your Say’ section in the left hand menu on the Council website …that’s www.eden.gov.uk.
Just click on the link to the Finder database and search for the ‘Scrutiny Topic Review’ in the list of open consultations.
Review the information there and follow the links to get involved.
It’s also possible to email your thoughts.
The address for that is scrutiny@eden.gov.uk
Another way to get involved is using the tear off form in the Council magazine ‘Eye on Eden’.
And finally you can always speak to your local member.
So, four different ways for people in Eden to get involved in selecting the priorities.
>> INTERVIEWER: Will the public have an opportunity to add in other topics …which they consider are important…. and perhaps different to the topics you’ve already mentioned ?
If members of the public want to make a suggestion for an additional topic or topics, they can add them to the list.
If they do this, they should also provide a brief description of the topic suggested and why they think it should be included.
We hope as many people as possible from different age groups will participate and help the Council make these important choices.
