republican controlled legislator and the republican governor in pennsylvania
are looking into
changing that their winner take all system
in pennsylvania these twenty electoral votes
to make it somewhat more like maine
and nebraska which at that time of electoral votes
so that
it's based upon what congressional districts you win
peach condensed rower
they would base it upon it
which uh... candidate carried which congressional district
and then uh...
plus two boats for the statewide then were winner
so in other words
it would put up
for grabs
eighteen eighties electoral votes
based upon which congressional districts
president obama
in two thousand eight
one pennsylvania by eleven percentage votes
in modern times
and maybe in all times
that's considered a landslide victory
norm its victory
for a president to have
statewide
or frankly national
pennsylvania has voted democratic in every election since nineteen ninety-two
for president
and the only times it is both the g_o_p_
have been when they're being
presidential landslides for the republicans
the republicans are uh... attempting to implement this plan
because they know
that the heavily concentrated
congressional districts
in urban areas will go for the president
some rural districts
will go for the republican candidate
and on top of that
they are redistricting
so they now have the ability to essentially hand
the
republicans
close to nine
icid say ten electoral votes
how does propose system been in place in two thousand eight one oh baba won the
state
by a a a mere eleven percent margin
he would only take an eleven other states twenty one electoral votes at the
time
obama's votes are especially concentrated in urban areas
where
democrats tend to make
the only way do sorted it uh... fight this is on a local level maybe
perhaps uh... legally and i don't know if there's any legal grounds on which
you can fight this states have the right
to proportion these in the way that they want
but there's also a another movement happening across the country
skull the uh... national popular vote act
and it allows
for centrally uh...
it allows for the national vote
it basically says each state
will give all the reluctant votes
to the winner of the national vote
in other words
if this had been in existence in two thousand
al gore would've been president two thousand
regardless of what the supreme court wanted to do
thing and the but uh... the victory to bush because he won by five hundred
thousand votes in the country
half a million votes
four of the national um...
popular vote
act
to be implemented
annul states equalling two hundred and seventy electoral votes
need essentially to adopt
at this point i think it's around a hundred and seventy california was the
last day to do it
so there's not a lot of other states that need to do this
for the national popular vote to kick in
uh...
but imagine here
republicans continue to push this
and it's quite possible they will
it's quite possible the outcome could beat president obama
winning the national vote
by half a million
two million
and losing
the election
do you remember all those protesters in washington who the cameras didn't cover
who were throwing things at president george bush in two thousand so much of
the president uh... uh bush couldn't do it every other president had done before
him but had to sort of essentially stay in his car and couldn't walk down
to the united nation
one can only imagine
what would happen uh... if this is the case
and uh...
david atkins ever hola ballooned
is suggesting the republicans are having to adopt more and more of these things
we talked ari berman about
the republican plan to disenfranchise uh... democratic voters the systemic
plan
uh...
because
demographically they know they're in big trouble
in the future
so they must disenfranchise as many
people
as they can
and this is just one of the ways in which they do it
dance
