VICE-CHAIR Richards
I do have if I may a few questions for staff
primarily require verification
the first is
the $600 million dollars referred to in the MOU
uh... is it
reasonable and correct to to assume that the monies
being spent with the 600 thousand dollars
are for projects it would be necessary to support
the high speed rail projects
and this would be for Mr. Morales
you
yes mister Richards
electrification signaling communications are all expenses that would be incurred
as part of the Authority project if it were standing on ts own
all right and is it also reasonable
or
to conclude that
to with it
the work underway with CBOSS
the uh...
that PTC will be used by High Speed Rail along the Peninsula
corridor
yes part of the
working arrangement we have with CalTrian is to ensure that uh...
decisions made are mutually uh...
usefull and beneficial so
uh... investments they're making are consistent with those that we will be
making
and what I heard earlier was
and reconfirm was the allocation of the
Prop 1A funding
is consistendt with the requirments of Prop 1A yes that is correct
nearly completed with regard to the problem is that correct
yes that's right
round
and with regard to just what engineering modeling you would have done
internally
does that engineering modeling support the viality of
joint use and the blended system in the Peninsula
yes it does there is extensive history
both in the US and around the world of having uh...
compatible uses on the same track not all uses are compatible
we have no question that the caltrain and high-speed rail can operate together
on this corridor
ok thank yo
well will any of the proposition 1A funds be used for rolling stock?
this of the $600 million No not for CalTrain rolling stock
and I think I heard earlier that you will be in the future and in advance of
the actual starting
carrying of any of these early construction projects or other use
of the funds
you will have negotiated financial arrangements the
with our partners in the Peninsula is that correct?
that is correct on both specific to this uh... investment in this program there
are requirements laid out in statute both under
1A and under the appropriation of last year that uh...
govern the release of any funds actually committed to any of these
local projects
those have multiple reviews for them before we can proceed
good with the answers to those questions
then following Director Umberg's comments
then I find
the use of these funds and this MOU to be
completely consistant with our requirments under Prop 1A
uh... with the Direction we received from the Governor last year
build it better faster and cheaper
in fact what I see from the utilization of thses funds we are actually being able
to put taxpayers' money into service sooner than later
in the absence of the blended system
so the only thing that i would ask in addition to the MOU
assuming there is no further action by this board
with regards to the expenditures of any 1A funding
be that staff
periodically returned to the board and staff
uh... presentations with regards to
the explanations and intentions
for the money being expended for the Prop 1A
and on that basis I would also be supportive of this MOU
...
for the staff I will certainly committ to providing those
the partnership with CalTain yes we will probably be
presenting joint project updates as well as a specific
items of relative to the board responsibility and Authority's
responsibilities thank you
