AFFECT THEIR LAND.
HOW IT WORKS IS THEY APLAYS THAT
LAND, THEN OFFER THEM A VALUE
FOR THAT LAND THAT THEY'RE GOING
TO TAKE.
HOWEVER, THE HOMEOWNER DOES NOT
WANT TO TAKE THE MONEY AND THEY
REFUSE THE OFFER, THAT IS WHEN
THE DEPARTMENT OF PUBLIC WORKS
WOULD FILE EMINENT DOMAIN WHICH
MEANS THEY DON'T NEED THE
HOMEOWNER'S APPROVAL.
