We worked very closely with Virginia State Police. Probably a year process, there was
actually a study program put together where we visited other facilities.
We sent several people and some of Dewberry's engineers went with us. We went to a couple
facilities in Maryland, we went to a facility in Northern Virginia. We sort of asked people
okay, what do you like about yours, what would you do different? Of course, Dewberry had
experience with these type of facilities and they helped guide us through the process.

One of the things we looked at, which we just about duplicated was the skid pad. The way
they had that set up, the way they recovered the water. We were trying to be ecological
on this project as well. On some of the high-speed courses, they had these sort of off-road recovery
areas, where if a person made a mistake and got off the asphalt there was a way to recover
without the person getting hurt or damaging the vehicle, so we tried to duplicate some
of that and that worked out really well.
Upon the early discovery of rock, we adjusted vertically our design. We could lift in some
areas and maybe cut in other areas and work around the rock that we found in this area.
Our wetland mitigation, we came up with areas that we could bridge a couple of the streams,
which also brought dollars back into the project. Those cost savings totaled probably about
a million dollars, so they could put other features that they wanted here and expand
on some of the features that they already had in their design.
Of course, Dewberry was the main designer for this facility. That was a very pleasant
experience for us, working with Dewberry. They seemed to have the tools and skills and
the personnel that was needed to design the facility. They were very pleasant to work
with, very responsive to our needs. We were real pleased with them and we'd definitely
like to work with them in the future.
