Most of which are rulled by drug dealers, armed to the teeth.

All over the world these weapons are used to make war.
In Rio, they are the weapons of crime.
A 7.62 mm bullet can cut through a car as if it was made of paper.
In a place like this, it is stupid to think that policemen would enter a "favela" just to enforce the law.
Policemen have families, my friend. Policemen are also afraid to die.
