ROOSEVELT FIRST PROCLAIMED AMERICAN RED CROSS MONTH IN 1943
AND EVERY PRESIDENT SENSE HAS SO-CALLED ON AMERICANS TO
SUPPORT THE ORGANIZATION'S HUMANITARIAN MISSION, WHEREAS
THE AMERICAN RED CROSS HAS BEEN HELPING PEOPLE PREPARE FOR AND
RESPOND TO EMERGENCIES FOR MORE THAN 130 YEARS, AND WHEREAS THE
AMERICAN RED CROSS IS CELEBRATING AND RECOGNIZING
CITIZENS IN OUR COMMUNITY WHO HELP THEIR FELLOW CITIZENS BY
GIVING BLOOD, VOLUNTEERING OR MAKING A FINANCIAL CONTRIBUTION,
WHEREAS ON AVERAGE, THE AMERICAN RED CROSS MUST COLLECT 15,000
PINTS OF BLOOD EVERY DAY TO MEET THE NEEDS OF PATIENTS AT
APPROXIMATELY 2,700 HOSPITALS AND TRANSFUSION CENTERS ACROSS
THE COUNTRY, WHEREAS THE AMERICAN RED CROSS PROVIDES
DISASTER RELIEF, HEALTH AND SAFETY TRAINING AND A STABLE
BLOOD SUPPLY, NOW THEREFORE, I, PAUL FRAIM, MAYOR OF THE CITY OF
NORFOLK, COULD HEREBY PROCLAIM THE MONTH OF MARCH 2014 AS
AMERICAN RED CROSS MONTH IN THE CITY OF NORFOLK AND ENCOURAGE
ALL CITIZENS TO SUPPORT THE PROGRAM AND SERVICES OF THE
LOCAL AMERICAN RED CROSS ORGANIZATION BY DONATING BLOOD,

FOR THE PROJECT? ARE THEY GOING TO JUST BUILD IT,

PURCHASED THE RAMADA INN AND THAT MONEY WILL BE REINVESTED
INTO POSSIBLY REPLACING THE SENIOR CENTER.
THE CITY HAS BEEN ACTIVELY LOOKING AT SITES TO REPLACE THE
SENIOR CENTER. YOU'RE AWARE THAT AN OFFER WAS
MADE AT ONE PLACE AND WE'RE GOING TO CONTINUE LOOKING FOR
THOSE LOCATIONS. AS FAR AS THE INDIVIDUAL
CONTRACT AGREEMENT, YOU KNOW, THERE IS A PROVISION, THEY HAVE
A CERTAIN AMOUNT OF TIME. THEY HAVE TO GO THROUGH PLANNING
PROCESS, SO THERE'S A LOT OF OPPORTUNITY FOR PUBLIC FEEDBACK
ABOUT THE DESIGN OF THIS, INCLUDING TRAFFIC STUDIES AND
ALL OF THAT. WE'LL CONTINUE TO GO FORWARD.

CHECK OUT THE SITE FOR ENVIRONMENTAL AND TITLE ISSUES

WHICH HE'S ACTUALLY TONIGHT DISCUSSING WITH THE COMMUNITY,

THINGS BROUGHT TO MY ATTENTION AS I READ THROUGH THE WHOLE
CONTRACT, AND I SEE HERE THAT THE APPLICANT, OCEAN VIEW
PROPERTIES, INCORPORATED, I WAS UNABLE TO GET INFORMATION ON
THEM. ALSO, IT USES 718 EAST OCEAN
VIEW AVENUE AS THE ADDRESS, BUT HERE'S THE INTERESTING THING.
THERE ARE TWO PARCELS OF LAND HERE.
THERE'S 719 EAST OCEAN VIEW AVENUE AND THEN YOU HAVE THIS
600 EAST OCEAN VIEW AVENUE AND THEY BOTH HAVE TWO SEPARATE
ACCOUNTS IN THE CITY ASSESSOR'S OFFICE, SO WHEN I LOOKED AT THE
ASSESSMENT VALUE OF EACH PROPERTY, THE LAND USE VALUE OF
719 EAST OCEAN VIEW HAS NO BUILDING ON IT.
SO THAT LAND IS VALUED AT $2,040,800, JUST THAT ONE
PARCEL, BUT THE 600 EAST OCEAN VIEW AVENUE PARCEL IS ASSESSED
AT $3,741,100, SO YOU ADD THOSE TWO TOGETHER, YOU COME UP WITH A
FIGURE OF $5,781,100 AND THEN YOU ADD IN THE PRICE OF THE
RAMADA INN, $2.5 MILLION, SO NOW IF YOU SELLING THE LAND FOR
$2.5 MILLION AND THE PRICE OF RAMADA INN WAS $2.5 MILLION,
THAT'S $500 MILLION PLUS AND THE WAY THIS IS WRITTEN, IT REALLY
DOESN'T GIVE THE CITIZEN A GOOD OVERVIEW BECAUSE IF YOU SUBTRACT
$3 MILLION FROM THE $5,718,000, YOU HAVE $2,781,000 THAT IS
GIVEN AWAY. A PERSON GETTING A SALE FROM A
CITY, BUY ONE, GET ONE FREE. I SPENT $2 MILLION AND I'M
GETTING $3 MILLION FREE FROM THE CITY.
BUT THE CITY DIDN'T DESIGN IT IN THE AGENDA ITEM WHERE THE PEOPLE

THE MARKET THAT'S COMING WHERE THE BUILDING WAS ASSESSED FOR

ABSOLUTELY USELESS BUILDING TO ANYONE.
THERE WAS NO PLUMBING, THERE WAS NO ELECTRICITY.
IT WAS JUST A SHELL OF A BUILDING, BUT IT WAS ASSESSED AT
AN AMOUNT OF MONEY THAT, IN MY OPINION, WAS INVALID.
SO I WOULD LIKE TO SEE US, SO THAT WE DON'T APPEAR THAT WE

BACK IN THE COMMUNITY. THE PROCESS ACTUALLY STARTED
ABOUT TWO AND A HALF YEARS AGO AND I WANT TO THANK CHUCK RIGNEY
WHO WAS THE ACTING DIRECTOR AT THE TIME OF ECONOMIC
DEVELOPMENT, WHO RECOGNIZED THE POTENTIAL OF THAT SITE AND
INSTEAD OF ALSO CATERING AND ADVERTISING DOWNTOWN LOCATIONS,
HE ACTUALLY STARTED PUTTING DEVELOPERS DOWN TO OCEAN VIEW TO
LOOK AT THE SITE AND IT START THE GENERATING A BUZZ, WHICH
ENDED UP CREATING AN RFP PROCESS.
IN FACT, THIS SITE WAS ON THE CITY'S CITY SITES FOR A VERY
LONG TIME FOR PEOPLE TO SEE THAT IT WAS FOR SALE, AND WHAT WAS
THE POTENTIAL WITH THE SENIOR CENTER, WHEN IT WENT OUT FOR
RFP, THERE WERE THREE OFFERS ON THE SITE WITH THIS ONE WINNING
OUT. THE OTHER ONES CAME IN VERY LOW,
WHICH THE COMMUNITY -- THEY WERE AWARE OF WHAT WAS HAPPENING AND
THIS ONE WAS THE ONLY ONE THAT ACTUALLY OFFERED RETAIL, A
RETAIL COMPONENT OF IT. FROM THE VERY FIRST DAY, I HAVE
SPOKEN TO THE CIVIC LEAGUE THAT IT IMMEDIATELY IMPACTS.
THEY'VE BEEN AWARE OF WHAT'S HAPPENING HERE.
I'VE SPOKEN TO EVERY CIVIC LEAGUE IN OCEAN VIEW AND THEY
HAVE BEEN AWARE OF THIS PROJECT AND THAT IT WAS COMING.
IN FACT, LIKE I SAID TONIGHT, THE DEVELOPER, WHO IS A LOCAL
DEVELOPER, IS MEETING WITH THE CIVIC LEAGUE SO AS THEY MOVE
THROUGH THE PLANNING STAGE, THEY ARE ADDRESSING THEIR CONCERNS
WITH SOME TRAFFIC AND DESIGN TO MAKE SURE THAT THEY ARE
SUBMITTING THE BEST DESIGN TO GO THROUGH THE PLANNING PROCESS.
AND, YOU KNOW, ONE OTHER THING TOO.
AS WAS ALREADY MENTIONED BY COUNCILMAN WINN, THIS DEVELOPER
ASKED NOTHING FROM THE CITY. IN FACT, THEY THREW IN THAT
THEY'RE GOING TO RENOVATE THE BATHROOMS AT COMMUNITY BEACH AS
PART OF THIS PROJECT. THEY DID NOT HAVE TO DO THAT.
THEY HAVE AN IMMEDIATE IMPACT FROM THAT BECAUSE IT IS ACROSS
FROM OUR PROPERTY, BUT TO MAKE THE COMMUNITY BETTER, THEY ARE
REDOING THE BATHROOMS FOR US, WHICH IS A COST.
THAT'S NOT SOMETHING THAT WE'RE PAYING FOR.
THIS HAS HELPED US WITH SOME BETTER VISION AND PLANNING FOR
THAT AREA BECAUSE OF THE GOLF COURSE AND BECAUSE OF THE
COMMUNITY BEACH, INCLUDING THE PURCHASE OF THE TRAVELERS INN
SITE TO PREPARE FOR SOME MORE OPEN SPACE IN THAT AREA, AND WE
THINK THAT THIS IS GOING TO BE A GREAT PROJECT, A $40 MILLION
PROJECT THAT'S GOING TO GENERATE ALMOST 500,000 A YEAR IN TAX
REVENUE FOR THE CITY, AND BE ABLE TO ADD PEOPLE IN AN AREA
WHERE WE DON'T HAVE A HUGE POPULATION AND WE NEED THAT IN
ORDER FOR US TO DRAW MORE INTEREST.
THAT IS ONE OF THE ISSUES WHEN YOU'RE BY WATER, WHEN YOU DRAW A
POPULATION BUBBLE, HALF OF IT'S OUT IN THE WATER, SO VERY HARD
TO GET RETAIL AND OTHER THINGS TO COME IN IN THOSE AREAS
BECAUSE THEY DON'T HAVE THE POPULATION TO SUPPORT IT, SO WE
THINK IT'S GOING TO BE A GREAT PROJECT FOR THAT AND WE'RE GOING
TO CONTINUE FOLLOWING THEM AS THEY GO THROUGH THE DESIGN, AND
I THINK THE DEVELOPERS ARE ACTIVELY LISTENING TO THE
COMMUNITY AND WANT TO WORK WITH THEM IN ORDER TO MAKE SURE THAT
THIS IS A SUCCESSFUL PROJECT FOR EVERYONE.
