good afternoon everyone i'm doctor marshall was on ski and I'm
want to wish you all a happy Saint Patrick's Day
on I'm from Boston and
Saint Patrick's Day is a really big day in Boston though I'm

have a chemistry degree from Northeastern University

with my wife and have been living in California since 1982

for LBCC that was the day

that we were not going to become victims we're going to become
agents of change we were going to make sure
to help others rebuild and to build those necessary skills
to get back on their feet that's why I am any purported

my background is I was born and raised in Bixby Knolls
I attended local schools and on hello Hughes Jordan before coming to Long
Beach City College
for a short period of time and then helped University Morgan
I'm actually member the Hall of Fame somewhere in those pictures on those
walls
I'm also in my professional life I started after college I was a manual
labor
working in the oil fields and then eventually which is a weird bridge over
but the last two years
have been doing in poor community colleges the state California
educational facility master planning I worked on 20 college campuses in the
past
five years so give me a very different perspective professionally as well as
what I do
in a personal life as a member of the board I

good evening everyone thank you all for being here thank you
you civic engagement clay for hosting and you could be elsewhere aren't a
passive favor you're here and i really appreciate that
and so my story is there not to
unlike many of your stories that student stories and a first-generation immigrant
they left a war-torn you wine came here in pursued
have my american dream access to affordable education
and because a bad dream because at this great nation giving me that opportunity
I achieve my master's in environmental engineering in civil engineering
and I and the contact Compliance Manager at the Port of Long Beach the second
largest seaport in the nation and I oversee four billion dollars a
contracting practices
over the next ten years and manage public funds
billions of public funds there is I'm running is because I believe in my heart
of hearts
that access to affordable education is at risk because the passage
AB 955 and implementation ahead
in the only college entire state which is Long Beach City College
I plan to and that I also look forward to working with the community
the board and the students to serve them
and make short that we increase our graduation and transfer rates
week span on job training programs
we invest in them and the classrooms and make sure our tax dollars are spent
wisely

statement good evening hi my name is Jenny Baxter
and I have spent my entire academic career
41 years at Long Beach City College I started out as a
hourly our faculty yeah in the history department
I tried hourly I was a freeway flyer like a lot of our other
hourly faculty I talk here in a Glendale college
I was very very lucky because in 1975 I recieved a contract
as a contract teacher I have been a teacher and a member of the Union for
twenty years
I teaching history I US history in history of American women
but I also have been I'm a student activities adviser
a a scholarship or dare %uh scholarship coordinator
I and then I in 1990
I took over the reins as executive director love the Long Beach City
College Foundation
and I was asked by and former president Beverly o'neill in
I to you I take over there foundation when she became president of the college
I am most proud of my role in raising over six million dollars for the Long
Beach college promise
add they what we do is we use the money at the
interest from the six million dollars to fund scholarships
and almost a million dollars has already been spent
toward students providing access through this
a 5600 dunes who graduate from the long beach and bite school district and came
their first semester at LBCC was paid for by the Long Beach City College
Foundation
am very proud that I also believe I had the best perspective is a board member
because I have devoted my entire life to Long Beach City College
and I can make XP I Mike decisions based on my experience
and my knowledge I know most people on campus
I'm a team player I'm a problem solver and my idea is to build consensus
and to work together I F after receiving input thank you

bow to that level to start to become disrespectful
I'm but I think that that results when there isn't clear communication
to the community members to the students to faculty
and so what are the things that I would try to do is to

be honest about it I've been interviewing a lot of stakeholders
lot of students faculty and out 10 the students and I interviewed said you know
what just be honest with this we know that you're only one percent
you can't change everything on this board you can't change the entire
environment
be honest I fight for us
when you can and be honest when the news isn't that
on and so those are the things that I would try to do is
up front just make that information available

the difficult decisions and insure that the community

directed towards me or whoever on the boards I'm gonna get to the important

on how we build better relationships when you've had a bad budgets in 2007
in cuts it happen to community colleges in general on the City College in
particular
there's nothing easy about that it's hard to make those tough decisions
what we do what we continue need to do and we we realize as a board
I realize is a board member that we needed work and begin to try and get
back to our community because
it's been a lot of damage on individuals because of all the cuts
come on the financial situation so we are working to
x10 work better with each other in the community
because we hope that the economic so what's going on this year family getting
better
now I've heard some comments i just want to make sure we understand
because we talk about is that it was in a vacuum the vocational you hear that a
lot of times
and I just heard it again there is a process ladies and gentlemen
everything's a process and community colleges
everything there was a process it was working with the Academic Senate
who came through said is your process clear is it be involved not agree with
the outcome
but are we in place with our procedures
and I we following those and we did may not like the results
and usually when people show but millions ladies and gentleman they're
not there to tell you doing a good job
there tell you that you are doing what we don't want in all the years I've been
on the Board
I don't get people to come to me in town are there to support especially
controversial items
so %uh people understand its ongoing effort by the Board
we realized there were all these years economics when we have these cuts
that hurt were making an effort to reach back but I want him to leave here and
think there wasn't a process
I will involve things to try and help and make sure we do it
in open transparent fashion and we did
and want to argue those points I like to hear thank you jeffrey
than in the air here back well first of all I
think I'm you know we need to really focus on
bringing the focus back onto the students and working together
in service at the students I have witnessed those board meetings there is
a distinction between
following a process verses
saying you are and creating the illusion that you are
I i truly believe that we need to improve online
and the current communication how we treat
community members the students a faculty
I have personally witnessed the disrespect now
all we have to do is improve that we gotta work on I'm
and we need to focus on again serving
the very people who are our clientele which is the students
let's not forget that and the community members I can tell you I work for the
portal armenians
if back kind of treatment whereas
directed to any of the community members that come to our board meeting
the public and the press would eviscerate us and
there my inspiration the portable army support is my inspiration and I
plan on following their food stamps and really we just have to bring that
name in the past the post you spoke with this has been the focus back onto the
students and the community
thank you got again I have devoted 41
years in my life to making students have a better life
I've done this through chichi
and I think I was a very good teacher I've done this to raise the money for
scholarships
I've done it by raising money for book grants
for faculty Department grants and
I believe I've done a good job doing that and I believe actions
speak louder than words and when a student come to my office with the
problem
I try to help that student and my staff happens to be here in the Franken I'm a
good boss
and I think I'm a good botched because I'm a good listener but I'm also a good
consensus-builder
and so I want that what's best for the students at Long Beach City College
I was named outstanding colleague that meant a great deal to me
this was a about twenty years ago which to me means
that I started out being a good colleague
and I'm still a bit Kali II listening
faculty I listen apart I'm back with the Alice in a classified
and I if there is a show of disrespect them board members that's unfortunate
and it doesn't have to be that way but
I think that you I'm disrespectful if you're willing to listen to pretty
people
and I have to tell you and I'm gonna say this Jeff and I hope you don't mind
booing someone is not a show of respect
and I
and I have to tell you one thing what that I do when I'm in the classroom and
when I'm in the office
is I believe I'm a teacher all the time and I key I try to teach people
good manners are and when you get a scholarship %uh but if you
have received scholarships okay great
that's wonderful well we give over a thousand a year
I'll thousand-year a stop at that

so much to see the way students have been treated
and faculty have been treated they've been told to sit down
you've gone you've talked long enough you've done this or that
I'm it's just its it's not a good thing
and I i believe that needs to be changed
though that's just one party the one part of the equation here
the other part is the fact that this board
this canteen 11 vocational programs
that meant curtailing people's 'em
dream to become part up the middle class
and they did it be four prop 30 came in they did it be four the new budget came
in
and I'll tell you that four out of five
mayoral candidates want to restore the program's
at Long Beach City College and
when Jerry ships key who is trying to restore the aviation program
was told on oh oh it's okay
we're going to bring in a private company a private university
and they can just do the aviation program that's called
privatization up public you know
a public college and I am totally against that
and I'll make sure that our money is used what it was

first many students faculty and community members voiced opposition to a

access new courses that are high demand

options that we can help address from the critical issues

and makes it more challenging so this is an option we members were
we have presented to the students who want to take it may take a
let me tell you but just went through in the last intercession see you understand
who finally took advantage of it
exactly the same type make up for the students who took the intercession
at the same since we have during the traditional academic year
whether it be there social background the ethnic background
there economic background we had people including the foundation to help with
fundraising
that we will provide those students for I believe it was ninety dollars a unit
still more than 46 to give them an opportunity
so I hear a lot of people answering questions or going of those questions
and answering
other things that I would like to respond to but are stated this question
it's all about providing opportunities and access to our students
and you gotta find solutions to it and in this very difficult times
and the restrictions you have with Colliers Long Beach City College was the
one that moved forward
the others did not move or from lotteries but I'll just give you one
example one trustee at one yesterday didn't do it
he says said *** I actually read what you doing
but I don't want to take the political fight my attitude is
persons I'll take on the fight that we've done be don't want to take him
don't take 'em let's get real these weightless and that's what's happening
and going to sunset in a few years anyway it's a legislative issue
so if you don't want this help me come up some other ideas
that's challenge think the best thing
funny yeah well I'll certainly help you
be other options and and I will end this
and it's sad it's unfortunate
that we're the only college in the entire
state at chose to implement it governor brown
didn't force it you give us the option
and this legislation was in all legislation and that
you know although well-intended other one critical at the policy I think it
was well-intended it was prior to prop 30
we should have leaded go to you the prop 30
finds that we aren't bad people with our tax dollars
we should have waited for that before implementing there's the wasn't well
thought out
out what that's why we there was a outrage with the faculty and the
students and community
that's not following a shared governance model now I want to tell you
when you look at the budget a tooth that add up to adopted by 2013-2014
page twenty 3.55 million is just for professional services
two hundred five thousand dollars and as for travel and conferences
now this player areas that I find money
every day in a public institution that I served
and I plan to bring a background to the table and this is only the
unrestricted general fund there are other ways are other creative ways worse
is putting it on the backs of the students
that crossing the Rubicon on that goes against the fabric of community colleges
and I am p.m. only against ed and I will find better ways
and to make sure that our students have that affordable access and we own
privatizing community colleges thank you

but it was a decision made by the Board by the superintendent
I said okay this is Ben decided let's figure out how it's gonna work
and so president Oakley and I set out to raise money for scholarships
so that the students would be served a hundred fourteen students took those
classes
I 45 them receive scholarships to paid
almost all their tuition peace
in addition every single board governor waivers student
and how many have you have more to governor waivers were raise your hand
a lot like 65 percent of the students
they each received a sixty five dollar per unit
grant from the foundation came right off the top
when they signed up for those five classes
what did that happen also in addition to the fact that they got scholarships
is a freed up the other classes that were forty six dollars a unit
and freed them for students to cut cake that maybe those students by have signed
up for
show it allowed more students to take the lower
rate tuition classes because we offer this opportunity
this was an opportunity nobody told them they had to take it
but certain students perhaps entrepreneurial students
saw this as an opportunity I can get up lobotomy class that i've been waiting
for years to take
and plug body is one of the entrances and any healthcare field a paramedic
and then lastly I wanna make a comment about the better in comment that mister

I he made that comment at the press-telegram so I went back to the
veterans office
because I was horrified that we are known as an unfriendly
school this is based on something called the Yellow Ribbon Campaign
and we will not say that we will pay every veteran situation no matter how
much it is
it's a fiscal were being fiscally responsible

is against AB 955 I believe that the
governor and the legislature made a mistake
by by passing this legislation
and i also think that the it goes against the whole grain above what a
community college is supposed to be about

completely implemented is that we're going to have a crisis in our country
up student at right now we have student debt is about 1.1 trillion dollars
in its its almost like what's happened with the
the housing bubble and be a and the mortgages

student debt it doesn't make any sense to me especially because the budget
has been restored both president Oakley said

that we're fine the budget's been restored
and Bonnie Lowenthal is a mayoral candidate said
we gave to we gave lots of money to Long Beach City College
she's on the state legislature so I think that
you know we have a lot of things like that are going on i think that the

there's no work locational programs in everybody kinda goes on to college
so that's what I think their vision is I think it's a Ron vision
and i wanna change it
