-Secret documents classified as forming part of an internal presentation
the National Security Agency (NSA, its acronym in English) of the United States, obtained
exclusively by Fantastic show President Dilma Rousseff, and what would
his top aides, as direct target of the NSA spying. A code indicates this.
The journalist Glenn Greenwald, co-author of this report, was the one who received the papers of
hands of Edward Snowden - former NSA analyst who left the U.S. to agency documents
with the intention to spread the American espionage system in the world.
Glenn said that the document was received in the first week of June, when he was with Snowden
Hong Kong. "He gave me these documents with all other documents in the original package."
The package had thousands of secret document. Glenn looked over these papers with Snowden
a week in Hong Kong. Shortly after, Snowden fled to Russia, where he spent 38 days
in the transit area of the airport in Moscow, until he accepted his application for asylum in the country.
During production, the report spoke with Snowden for a chat program protected
against espionage. Hidden somewhere in the Russian territory, he said that by requiring
local government can not comment on the content of the papers, but said that accompanies the rebound
documents that are taking over the world, including Brazil.
Fantastic: how can we evaluate the document and whether there have been transactions
have been accomplished, not just designs?
"It was very clear, with these documents, the spying has been done, because they
are not arguing that just as something they are planning. They are
celebrating the success of espionage, "said Glenn.
The documents show that was made espionage communications with President Dilma
his top aides. Also spied communication advisors including
and with third parties. The presentation secret is called "filtering
Intelligent data: case study Mexico and Brazil. "According to the presentation, the program
possible to find, whenever you want, "a needle in a haystack."
The barn, in this case, is the immense volume of data that U.S. intelligence has access
every day, spying phone networks, internet servers, e-mail and social networks.
The needle is who they choose.
In the document, June 2012, are two targets: the president of Mexico, Enrique Peña
Nieto, then candidate leading in the polls for the presidency, and the president of Brazil,
Dilma Rousseff.
Selected works as the target, the numbers are monitored
phone, e-mail and IP (identification of the computer). It's done the same for the interlocutors
chosen - in this case, counsel.
What they call a "leap" is all the communication between the target and the assessors. A "leap and a half"
is when advisors talk to them. "Two Leaps" is when they talk
others. Research Peña Nieto
To spy the then Mexican candidate Peña Nieto, the security service international
NSA to Latin America - made intensive action. For this, the two programs used
- One of them is called "Mainway" and serves to collect the large volume of information that
passes through the communication networks.
Text messages by telephone were also intercepted the candidate, using the program
"Association", which takes the information circulating on social networks. Hence, the messages
go for another filter - the "Dishfire" - that search for certain keywords.
Under the "interesting messages" is proof that the contents of the messages was
accessed. Two passages are quoted. In one, Peña Nieto would be some who regard their
ministers - who would take possession only six months after the election.
Investigation of President Dilma Following comes the explanation of how
was made of President Dilma espionage. "Goal" is the goal of the operation: "improving
understanding of the methods of communication and the interlocutors of the president of Brazil,
Dilma Rousseff and her top aides. "
What they call "seeds" are the email addresses and phone numbers monitored.
One of the NSA program used is called "DNI selectors" - which, according to another document
leaked by Snowden, capture everything the user does on the internet, including the contents of
emails and websites visited.
A graph shows the entire communications network president with his aides. In the graph,
each dot represents a person.
The enlarged image shows that captions or names of those who had intercepted communication
were deleted for presentation.
In the document, there are no examples of calls or messages between the president and his ministers,
as happened when the now president of Mexico mentioned.
But on the last page the document says that the method used is spying a "filtering
simple and efficient which allows to obtain data that are not available otherwise.
And that can be repeated. "Whether it may be repeated, it seems that it was carried out.
Also concludes saying that the union of two sectors of the NSA had success against targets
senior: Brazil and Mexico. Important targets, they know the danger of espionage and protect
communication. Again, if it was successful because they were real examples.
Communications Brazilians Last month, a report in the newspaper
"The Globe", also shown in Fantastic, revealed with leaked documents by Snowden
the U.S. intercept communications million Brazilians.
On occasion, the U.S. Ambassador to Brazil, Thomas Shannon, denied that e-mails and phone calls
Brazilian citizens were being spied on. Admitted only that were accessed
called metadata (total connections, passing by Brazil).
Lack of clarity is not clear whether the interception of
links of President Dilma was made only with access to communication networks, or
if there was involvement of spies in Brazilian territory.
James Bramford, expert who wrote three books on the NSA, spoke to the Fantastic,
Washington. He says that the NSA has spies in U.S. embassies and consulates by
world.
"We have a large embassy in Brasilia and a consulate in Rio de Janeiro. NSA operates
these buildings, "he said. Antennas in embassies can intercept microwave signals and mobile
phones, said Bramford.
Also in Hong Kong, when he met Glenn Greenwald, Edward Snowden said the
documents involving espionage to President Dilma.
He said: "the tactics of the U.S. government since September 11 is to say
everything is justified by terrorism, scaring the people to accept these measures as
necessary. But most of the spying they do not have anything to do with security
national, is to obtain an unfair advantage over other nations in their industries
trade and economic agreements. "
Last month the magazine "Time" published exclusively a document proving
that U.S. intelligence is also commercial.
This is a letter written by the current U.S. Ambassador to Brazil, Thomas Shannon, in 2009,
when he was secretary of state.
He thanks the NSA the information passed to American diplomacy before the 5th Summit
of the Americas - a meeting between the heads of state of the continent to discuss
the commercial and diplomatic area.
In the letter, Thomas Shannon wrote: "more than 100 reports we received from the agency
gave us a deep understanding of the plans and intentions of other participants
dome and allowed our diplomats were well prepared to advise
President Obama on how to deal with controversial issues. "
"On trade issues, know what others are thinking before the multilateral meetings
how to play poker is knowing which cards to everyone at the table, "said Bramford.
Another document obtained exclusively by Fantastic says that an entire division of
NSA is dedicated to the international policy and commercial activities, a sector with charge
countries of Western Europe, Japan, Mexico and Brazil.
A third-secret document listing the geopolitical challenges of the United States
for the years 2014-2019. The emergence of Brazil and Turkey in the global
is classified as a risk to regional stability.
And Brazil appears again, along with other countries, as a doubt in the diplomatic scene
American: our country would be friend, enemy or problem? Also mentioned are Egypt, India,
Iran, Turkey, Mexico.
"When the country is more independent, stronger, as Brazil is (...), competing
with the United States, American companies. And because of that, the U.S. government is
thinking differently about Brazil, "said Glenn.
Fantastic: why Edward Snowden makes public those documents?
"He told me, look, I think the American's privacy is very important, but
I also think the privacy of foreign people in Latin America, the Brazilian
is also very important. The importance is equal. And I do not want to protect only
the privacy of the American. I want to protect all people. "
This week, the American newspaper "Washington Post" published the secret budget services
American spy, equivalent to U.S. $ 126 billion.
Brazilian government's response this Sunday (1), the Minister of Justice,
José Eduardo Cardozo, met with President Dilma Rousseff to discuss the reaction
new revelations of U.S. government spying. The Brazilian government decided to take
three measures: the Foreign Ministry will summon the American ambassador
in Brazil, Thomas Shannon, so it gives new insights, explanations will be charged
the respected and fulfilled that which is too expensive for a country's sovereignty, "
Joe Biden. He took the proposal that communications only be accessed with permission
Justice and in the case of criminal investigations. The proposal was not accepted.
Sought, the embassies of the United States and Mexico have not manifested.
