Hello and Welcome to the Teacher Leader Certification Academy Orientation.
We are so glad you decided to join us and are interested in our program.
My name is Wendy Kerr, and I am one of the Program Administrators. You can see my picture
there on the screen!
First, I will begin with what we have adopted as our official definition of teacher leadership:
York-Barr & Duke conducted a literature review to see what the research had to say about
the topic. Their contention was that there has been much too little serious research
conducted on teacher leadership and one reason is that there is no common definition. Notice
that this definition from the National Comprehensive Center for Teacher Quality, 2010 echoes that
of York-Barr & Duke: Teacher leadership is the process by which teachers, individually
or collectively, formally influence their colleagues, principals, and other members
of the school community to improve teaching and learning practices with the goal of increased
student learning and achievement.
Teacher Leadership is receiving national attention as well.
The Obama budget proposals in 2011 called for :
Effective Teachers and Leaders State Grants The Teacher and Leader Innovation Fund
The Teacher and Leader Pathways Program Each of these initiatives relayed the same
message: teacher quality is critical to the success of our schools, and teacher quality
reforms cannot be divorced from the equally critical issue of school leadership.
We are here because of: The new teacher leader model standards
The research literature I just spoke of from the previous slide.
State Departments of Education (e.g., Arkansas, Kansas, Illinois, Louisiana)
Additionally: Race to the Top Fund Applications Using evaluations to identify teachers leaders
Revising teacher leadership standards Creating a tiered licensure structure
Providing additional pay for taking on new roles
And Dr. Lanelle’s Gordin’s dissertation from 2005 on Teacher’s as Team Leaders,
as well as my own doctoral program and research on the topic of teacher leadership.
Put all of this together and we have the WHAT and HOW of our academy! The “What” is
the ETS Teacher Leader Model Standards and our Teacher Leader Continuum. The “How”
is The Leadership Challenge by Kouzes and Posner and Leadership Practices Inventory
(LPI) our measurement tool. We use the standards and the book for our curriculum.
Additionally, there is a new book called: Teaching 2030 worth reading. In this book
they talk about the four emergent realities of teaching and leading in the 21st century.
Cal State University San Bernardino supports the Teacher Leader Certification Academy and
offers extension credits, masters degree credits and is looking into offering doctoral elective
credits as well.

We have 51 Participants in 3 cohorts, representing various Privates, Charters, and Public schools
in the RIMS region.
