During 1976 and 1977, the Central Bank of Taiwan assigned me to learn the monetary market in the States.
Then, during 1978 and 1979 Taiwan started to develop a foreign exchange market.
I was the Deputy Director-General of the Department of Foreign Exchange;
So, I could utilize what I have learned in the States to establish Taiwan's foreign exchange market.
Today, the Monetary and Foreign Exchange Markets have become the two key components in Taiwan's growth.
I would say Fulbright Scholarship provided me a good basis for my career.
After Taiwan withdraw from the United Nations,
the Fulbright Program became a very important communication channel with other countries.
For instance, many of the Taiwan Fulbrighters became civil servants in the government:
for example, Dr. Chen Sun, who is the former Minister of Ministry of National Defense;
Dr. Wanyong Kuo, who is the former Minister of the Ministry of Finance;
Dr. Chen-kuo Lin, who is the former Minister of Ministry of Finance;
and Dr. Kuo-chu Liang, who was the former Chairman of the Central Bank.
They are all graduated from Department of Economics in Taiwan University and are all alumni of Fulbright Taiwan.
They all played important roles to improve Taiwan's economic development
and to help the internationalization of financial system in order to connect Taiwan to the world.
