Well it's a great honor and a privilege to participate
in this wonderful ceremony.
And I think it's especially meaningful to be able
to host it in our new facility.
This building not only provides a fitting venue
for this special occasion, it provides our employees
with an unusual opportunity to participate
in the swearing-in ceremony
for the Census Bureau's 23rd director, Dr. Robert Groves.
The Census Bureau is at the top
of the federal statistical agencies in this country.
It is a privilege and an honor to be directly involved
in overseeing its operations and its products.
Accurately completing the 2010 Census is one
of the most important
and difficult challenges facing the nation.
And like many of you here from the Census Bureau,
I'm going to spend quite a bit of time in the next year trying
to make sure that the 2010 Census is the best
that it can be.
President Obama knew when he nominated Dr. Groves
that the job of directing the 2010 Census demanded someone
with outstanding academic credentials
and management skills, and as it turns out, a lot of patience.
Bob clearly fits the bill.
And Bob comes to us from the University of Michigan,
where he was the director of the school's Survey Research Center.
As one of the country's most respected statisticians
and social scientists, Bob is the author of seven books
and scores of scientific articles concerning the
improvement of surveys.
And Bob already knows his way around the Census Bureau,
because from 1990 to 1992 he was an Associate Director
of the bureau, on loan from the University of Michigan.
We're depending on Bob's expertise,
and most of all his commitment to sound science
in this biggest civilian project in the nation.
Bob, why don't you please come forward now.
I'd like to have Cynthia join you up here on the podium,
so that we can administer the oath and make this official.

Congratulations on becoming the 23rd Director
of the U.S. Bureau of Census.
And we have seven others who have joined you.
In fact, these seven of the past 22,
these are in fact virtually one-third
of all the previous directors of the Census Bureau.
Congratulations.
I want to promise you that while I'm around we're going
to treat each other with respect,
we'll celebrate our joint mission -
to serve the American public with the most cost efficient
and highest quality statistical information we can produce.
In closing I am deeply honored
at being the 23rd Census Bureau Director.
I love this institution, I revere these people sitting
on the stage up here, and I look forward to meeting all of you.
