Russia enacts total alcohol ban while driving. On Friday, July 23 President Dmitry Medvedev
signed a measure into law that prohibits any degree of alcoholic or narcotic intoxication
for persons who are driving. In support of the measure, State Duma Speaker Boris Gryzlov
stated that more stringent penalties already enacted for drunk driving have helped reduce
the number of alcohol-related car accidents by 11% and the number of lives lost due to
such accidents by 35% in the first half of 2010.
Thank you, President Medvedev and the Russian government for implementing zero alcohol tolerance
on the roads, for the safety of all fellow citizens. May similar lifesaving measures
be passed in many other countries to benefit individuals and families worldwide
