How does transparency impact on these processes or, rather, what is transparency?
For me it is everything that is correct, that is not unfair to others, and above all, that is known by the people.
It is that the people of the country understand what the government does
All accounting is visible, accountability on all expenditures.
Clear rules of the game
It is not just saying what is correct, but demonstrating that it is correct (brazilian person)
It is a mechanism and conduct that put the collective interest above the individual ones.
Much is said and talked about transparency, but we seldom reflect on its real meaning.
It is a concept closely linked to corruption.
If transparency exists, it means that citizens have access to information,
so there will no be privileged sectors regarding information. The relationship is that way.
Accountability on the one hand, and transparency on the other hand should ensure lower levels of corruption.
Transparency is a tool, is a way of working,
that allows us to compile and to disseminate clear, accurate and reliable information.
It helps us in our management, our oversight work, our communication. It helps us to be better.
The Regional Fund for the Promotion of Transparency, FONTRA, aims to focus on these issues
FONTRA has so far supported different initiatives in six countries in our region.
Civil society organizations that seek to influence in various ways the public policies that prevent corruption
This includes providing funds to the civil society organizations so they can carry out projects.
These projects do not need to be extremely ambitious, they do not need to change the world,
but they have to promote small changes in the respective realities, which added to other possible changes, will make a difference.
FONTRA is a joint project of the Institute for Communication and Development and of the Partnership for Transparency Fund, PTF
Supported by the Multilateral Investment Fund of the Inter-American Development Bank.
The most outsanding aspect of this initiative is that civil society, the private business sector,
corporate social responsibility organizations, the Multilateral Investment Fund and other donors
come together to fund projects that aim to improve transparency.
FONTRA has funded several projects in Argentina, Bolivia, Brasil, Chile, Paraguay and Uruguay
Here are some examples.
In Bolivia, the organization Training and Citizen Rights
promoted access to public information by means of a media campaign.
The projects carried out by the Chilean organizations Genera and Citizen Freedoms aimed to increase citizen participation
at the municipal level, in the framework of the new law on transparency of public information
In turn, in Uruguay, CLAEH was the leader for the project Responsible Citizenship, which analyzed funding of political parties.
It also studied and made proposals on public procurement procedures.
The NGO Sumando in Paraguay implemented a project to increase municipal transparency
and thus to improve the impact of public policies for social development.
For its part, in Argentina, San Andres University implemented various actions
for recovering stolen assets and proceeds of corruption.
