One issue is to reorient direct payment, but it is important to maintain it

but also to stimulate farmers by distributing direct payments,
to better take into account the management of natural resources
to strike a balance between economic and environmental objectives
when we talk about competitiveness in our agriculture
This is the first major CAP reform since enlargement
So now we have to deal with 27 members, not with 12 or 15
and its a challenge for this reform to provide a common agricultural policy
when dealing with such diversity.
