To obtain varied stats like those you need the 'Long War Toolbox' mod by Pavonis Interactive.
The greenshirts who don't have enough good stats will remain as is and tag along.
If they perform well enough, and survive, they might become G.I. Joe characters that are less prominent.
And sometimes you just run out of good Joes...
Those guys are a bunch of rookies with no perks But they do have decent hit points and stats.
All you need to become badass Joes in the future.

Once researched you get to pick a random enhanced weapon or armor.
Some of those are pretty bad ***
