at this time i'd like to welcome to the podium for his remarks our co-chair, our united states
secretary of commerce Gary Locke
and thank you very much Ambassador Kirk for being a terrific co-chair of the
U.S. delegation
the to the
twenty-first session of the joint commission on commerce and trade
to Vice Premier *** Qishan and his entire delegation we thank you
for the very hard work of not only you and your ministers but your entire
staff who have put in months and months of work
we also want to compliment all the the staff on behalf of the United States government for
the great outcome that we were able to achieve today
The work that we've done today will benefit both China and the United States
we have agreed on a variety of measures that will make american businesses more competitive
in China and throughout the global marketplace Ultimately that means more jobs for the people
of America
and a greater variety of world-class products and services available to the people of China
we're very pleased with the
various themes and accomplishments that to do not discriminate against United States
companies whether in the promotion of industrial machinery by China
to even large scale wind farms in China
as the Vice Premier indiated the Chinese will be revising its major equipment
catalog in 2011
and publish a draft for public a comment
but that they've agreed that they will take steps to insure that there's no discrimination
against American suppliers whether through
import substitution or export subsidies or other measures
but China has also agreed to further open its markets in key future technology sectors
in particular they've adopted
a stance of
technological neutrality in 3G, 4G and future technologies
which means that the best technology wins
regardless of
who devises it, innovates it, invents it
or where it comes from
for future generations of wireless technologies
China's also announcing it's going to streamline the certification processes
for mobile devices as well as for medical
devices
because we certainly believe that in this fast-changing technological world cumbersome
certification processes
can actually hinder the development and deployment
of these
technologically advanced goods and by the time that they're certified that they
may in fact the outmoded
and as the people of China
have higher expectations for health
and health care
certainly medical devices made by American companies can help me those needs and streamlining
that certification process would be good for both American companies American workers
as well as the people of China
we're also very pleased that China and the United States will be partnering
in the development of standards for smart grid
not just collaborating and commenting on the development of smart grid standards for
China or for the United States but really to partner in leading of the effort for international 0:03:14.209,0:03:14.720 standards
that would enable both Chinese and American technology and products
to be available to the entire world
we've achieved
concrete progress that will provide further opportunities for American companies
to succeed in such
services as express delivery
the travel and tourism
and also in
medical areas and in in terms of technology we look forward to
partnering with China specially on a public campaign to reduce intellectual property rights
violation within China but also the partner to build up
the legal systems within China to more effectively
enforced intellectual property rights
so we're very pleased with the outcome of this 21st session of the joint
commission on commerce of trade and we look forward
to even further announcements
building up the relationship, the economic relationship
between China in the United States
when President Hu Jintao visits the United States and washington D.C. next month
we hope that this has set the stage for even more impressive announcements then
now i'd like to turn it over to our secretary of agriculture
