In Final Cut Pro X, it is super easy to create the Ken Burns effect.

To start, you'll need to import a mega pixel image into the Event Library.
To do this, you can either import files directly from the Event Library, or you can navigate
over to the Photo Browser button, which located in the upper right corner of the timeline
area.
The photo browser will show you the images that you've imported into iPhoto.
Select a photo from the photo browser window and press the E key.
This will automatically edit or append your image to your project.
The default time is 4 seconds.
If you need something longer, just drag the clip out within in the timeline window.
Next, select the clip within the project.
Then clip on the crop button in the lower left corner of the viewer window.
Now, move towards the upper left corner of the viewer window and click on the Ken Burns
button.
You will see two boxes within the viewer area.
Adjust the start box, and the end box to represent the move that you would like.
When you are finished, you can click on this preview loop button at the top of the viewer
area to see how things play.
If you are happy with things, click on the blue done button in the upper right corner.
