Hi, I'm Quin Lucie and I am FEMA.
I'm with the Office of Chief Counsel,
Response Branch. We have really two
major responsibilities. One is to
provide direct legal support to the
Director here for FEMA, as well as to
manage the cadre of reserve field
attorneys who staff our JFOs.
I came to FEMA as a disaster assistance
employee. My wife had noticed, on USA
jobs, this interesting job of a disaster
assistance employee attorney and sent in
my resume, unknown to me, and shortly
thereafter I got a letter saying "Hey...
congratulations! Would you like to be a
DAE?"
The only actual disaster I probably saw
when I was younger was the 1993 midwest
floods. I grew up very near the
Mississippi River; so I went over several
times to help do the sandbagging; and I
distinctly remember being in Niota,
Illinois when the levee broke there which
made some news nationally.
I work for great people, I really do. My
perspective is everything is new, even if
it's been done before, not a lot was
captured in a way that we're using it
now; so if you don't like the way it was
done, let's capture it this time so
people behind us can use it.
