There are many more homeless people in Budapest than the number of places available in the shelter system.
This has also been confirmed by Minister of Interior Sándor Pintér.
The modification of the Law on Infractions in September 2013 was followed by
by the passing of a local law designating a series of homeless-free zones in Budapest
right at the beginning of the winter crisis period.
By passing this law, the capital and the districts of Budapest
have criminalized street homelessness in almost the entire city.
According to Károly Kontrát, Undersecretary of the Ministry of Interior,
this constitutes an abuse of the law and is prohibited practice.
