The Association of Youth Governments is pleased to welcome you to the opening of the 5th Congress. This year is an anniversary, the congress is five years old, and it is being held under the brand name "Reset".
I would like to say why. There are a couple of reasons. One of them is that today at the Association of Youth Governments, the youth of regional governments have a very large and interesting experience in project implementation, and our task today is to keep all the positive experiences and actively share this with those regions where youth governments are only beginning. Our task is to work not only at regional level but also at the municipal one.
Secondly - this is the most precious thing in the Association - this is our team, the people who are scattered across the country. Today, the Association of Youth Governments includes guys from the territories, from the Kaliningrad region to Kamchatka and Sakhalin, and this is probably the most valuable thing that we can invite the best young managers to work at, not only at regional level, but also with the federal team.
Today, I believe it is the most precious thing we have. Thirdly, today we are trying to work effectively with the key development institutions appearing in our country.
We are actively starting to work with Open Government, the Agency for Strategic Initiatives, etc. Our events today are growing significantly, and people today are interested in working with us, because we have a rich history.
The Association of Youth Governments began with a few people, some of them are present here today. Today, as shown in the video, the association has grown to hundreds of thousands of people across the country.
These are the people who, at various times, have been in institutions of youth governments and today somehow associate themselves with the Association.
We have grown substantially in our events: during the year we have held across the country a series of county forums, where youth governments meet, communicate and share positive experiences.
And, of course, we have two key areas: the All-Russian Congress, members of which you are now, and the youth forum "Seliger".
Well, the fifth reason: to get a reset in our mood. We need to shape the image of a manager of the new generation and, most importantly, match this image.
Today we have to solve problems in our territory and take on the country's problems like our own personal ones. Then we can be successful.

Symbolically, the fifth congress, one might say the anniversary, is held in the Public Chamber. Probably, it is important that one of the key partners for 2012, which is also named in this year for the association, is Open Government.
I think it may just be a trend for 2013 for the youth teams this year.
I wish that you and those 2,000 people who were said to stand behind you, yet if you want to take part in government, understand and are able to build interaction with the public, to form a certain mood, to analyze, to perceive, to work properly and to organize public authorities.
This is really important. This is the key, the underlying query. Power today is associated not only with the Prime Minister and the President.
We would like to hope that this project, the Federal Agency for Youth Affairs, will help the country as a whole to carry out the modernization of the solution to this problem.

In my opinion, the Youth Association of Governments - their main goal is that they offer innovative solutions to traditional problems, so that they would find such solutions to problems that people who have long been in power cannot find, because they do not see them.
Because a lot of people today, including those in power, live according to the principle of "a no-win situation is a position, the output of which we do not like."
And many people in this way are trying to find a way out, which would be suitable for all.
The result is not a way out but a transition to another, identically hopeless situation.
So, your task is to offer a way out that actually leads to the solution of major problems.
And then this activity is really going to be noticeable, because there are now a huge number of projects of youth, very bright, which solve many problems. At Seliger these projects are usually very well presented and vividly visible. These people should definitely be maintained.
These people know how to solve specific problems, because from office windows they sometimes cannot be seen, unlike what happens in the underpass.
So I think that this problem should primarily be posed by every member of the youth government to himself, and then it will not just be dubbed, but a real update of the government, the next generation, which should be, according to tradition, better than the last, and it will be better.

We would like to work with you this year in three ways to carry out joint projects.
The first project is provision and organization of the system of social control in the subjects of the Russian Federation based on the example of the Krasnoyarsk region, and we have already started working with the guys in Krasnoyarsk since last fall - the results are quite serious, and Krasnoyarsk has something to boast about in that sense.
I think that this program can be realized by virtually any youth government or youth Duma government in any region of Russia.
All necessary assistance for the organization of this project will certainly be provided.
The second program, on which there is a proposal to work, yesterday at a meeting with the Minister it was agreed, - is the work of the expert open public discussion of public policies and strategies of the Federal Agency for Youth Policy, which will make it possible to install new themes of work for young people.
This is a serious problem, the problem leads to serious decisions and changes. And on this occasion the Association and youth regional governments should become active subjects of formulating new products and new factors.
The third area is, of course, support for project initiatives. The system of "Open Government" has already established a pretty good program and potential resolution of these issues.
There are a number of systemic solutions to integrate development institutions.
We are also discussing them. You, Sergey, have an infinitely great project, and there are those projects that you support. And in this we are happy to work with you. We wish you success.
I have one hope that the game of openness of those in power will not be a game for you. For you, this is definitely not a game. For you, this is a serious problem for more than one year.
This is a major change, and that change cannot be made in a year.
We hope that you will come to power and, working in it, you will support this bold tradition - to be open.
