here is Congressman Mat Defensor, Most Outstanding Congressman of 2007 and 2008.
and what we'd like to ask the Congressman is "What is his general policy of governance?"
and more specifically "What are his principles in legislative governance for enacting laws for the people?"
Thank you very much. The very basic principle of course is people empowerment.
But when you talk of people empowerment you are talking of ramifications of several patterns in governance
which is justice, property allocation, and social services that must go with the people. And part of the justice systems that
we have created several courts so that people will have bigger access to the courts appointment of several judges
which is my job as Chairman of the House Committee on Justice. And with that we pass laws that are pro people.
There are no bail required for first offender charged with an offense 6 years and below. Improvement of our jail system and others.
People empowerment of course will depend greatly on the economic side so on the side we push for several livelihood programs
that begin with the development of training centers. In my district alone we have 3 training centers that cater to different needs of many many people
so that they will be able to get the kind of jobs that they will be able to do. It's a preparation that we are doing quite lenghtily.
On the livelihood program we teach them how to develop little skills give them the necessary capital in order to produce goods and services.
And so with that, we hope that these people will be able to be less dependent on government dole outs
less dependent on many other factors aside from reliability to their own abilities and to their own training and skills which we really develop.
But when you think of all these you also think of the future. The present now has something to do with the past.
So our future as a country will depend greatly on our people. And so I passed several bills which are now into law.
The Child *** Act to defend our poor people right now the Foster Parenting Act which is due for approval by the Committee on Appropriations just today
And by tomorrow I will be meeting with Senator Jamby Madrigal on the Foster Parenting Law and many others that will give the concern to our children
Our adoption law now has been revised to make it easier for people to adopt children so that the children will come up with some developments
in terms of education, in terms of value formation, and in terms of reliance upon themselves because the country's future depend on our children
and how well we do with them now will spell the difference between a failing government and a government that is very very successful
