last few meetings were celebrating the
accomplishments for many of our
faculty and staff who have chosen to retire and so
we're doing that again this evening first
I have Wendy Robinette Wendy
are you here there she is high windy welcome Wendy
I am is a history professor here Long Beach City College and has served us 438
years done a tremendous job
touched thousands and thousands of students along her way
and has a served us tremendously
she began here's a professor history in 1996
also served as a long-term substitute in part time
instructor here Long Beach City College so
I wanna think windy for her service for all that she's done for our students
and for being a tremendous faculty member for all the years
so please join me in congratulating Wendy her
unicef teaching for 38 years I don't think I have a lot of work
left an I started here's a part timer I was hired
on the afternoon that I finish the comprehensive exams from a master's
degree
and I was hired by teacher I had had at Long Beach City College
on the college has been such an important part of my life for a very
very long time a kids and I every time I Drive past think top left from the City
College
and I hope the college understands its tremendous role
inner community and continues to serve both all for ever and ever and ever more
wealthy goodbye and thank you me

Long Beach City College for 43 years done a tremendous job for all these
years
I'll was first hired as a professor of chemistry in 1971
I I want think Joe personally and on behalf of all the students that he
served for
for his many many years of service for doing this is a tremendous job
on and the college will
miss him dearly you please join me in congratulating Joseph danner
on his retirement also
retiring is someone who's been
around this community for many years and it's been here at
a Long Beach City College for 18 those years
and served as the head football coach from 2003 2000
and seven Jerry J so jerry is retiring
as a kinesiology professor and again served is called for over 18 years
served the community for well beyond that
so we want to congratulate gerry on his retirement and wish him the very best
please join me around pastor Jerry
next someone again that we all know very very well
service college for 37 years he has been
the counselor in financial aid
on Veterans Affairs service Adina financial aid
and most recently as a professor of astronomy sounds like you're losing all
of our science professors
but a.m. please join me in congratulating Michael mccowan for all
his service in his various roles

I am someone again that has just done a tremendous job for many many years the
service calls for 35 years
and his name is synonymous
with a the planetarium here at Long Beach City College
his name is Dave xiaoli he served a a call for 35 years as Professor viste
Rana me in physics
and I know that he will be sorely miss
so please join me in congratulating Dave show and
last but not least a.m. someone who I've been very
very familiar with over the years
certainly since I began here I
eleven years ago she has served
this college in many roles a.m.
she has served this college as
Academic Senate President on several occasion she has
serve her most important role as geology professor to my daughter Lauren
who she took on several field trips
and got her interested in geology and
Lauren went on to become a geology major Cal State Long Beach
up we have
work together very closely over the years because %uh for leadership roles
and now
although I can say that we
disagreed on occasion I am
I think we we always knew where each other was coming from
and that is a love for this college
and I hope for the future this college so please join me
in congratulating jazz Thompson on her retirement in order
over 34 years service that's all I have
well congratulations to all the retirees there's a lot of
experience leaving us
this year and hopefully we will be able to find some
individuals who would be able to replenish our
Lawson knowledge with some more individuals who are just as committed
and dedicated in the professions as well

mister man honey ephraim who is our deputy director
cuz maintenance and operations who's gonna go over a presentation
regarding this central planned expansion
an optimization project they do
president your anger just the members and
superintendent ok thank you so much for having me today
arm wearin be sharing with you an upcoming project we're going to be doing
a Center plant arm it involves
the expansion of the equipment at Central I'm
arm I'd like to person to do so I saw I guess like memory said
my name's netanya from been here about to six years or so
as the deputy director mean it's not operations here
this are so that being said
the due to the expected load in pieces
we've had at the campus and we're going to be can't we're gonna continue
have I installation of new plant equipment at the IC
is require on it's important to know the LA city centre plant was
busy designed to accommodate what we would say it a twenty four hundred tons
of cooling
the plaque currently operate operates at a maximum
past the 1500 tonnes arm
as the initially it was built out that way as the campus expands and and
buildings
neck to the central plant this load is estimated to reach the capacity
what it was designed for and that's twenty four hundred times
the existing plan once again was designed for that
it has a s pad available for this expansion
it was designed with that intent piping
is tight and ready to go for that expansion
and so was it was a pop Tara
as it was designed back to
so the the equipment that was put in an installed
back then this is run 2008 it was
based in mind with the load that we at back since then
we have but the new math back instruction that's gonna be starting
soon
that's with the essay that's with division state architect
and we're waiting their approval once we do that project construction projects
gonna start
and so expansion center plan is
its and you part now and again when we say expansion
it's the with mint not necessarily the building that we're gonna add-on
to but additional equipment you able support
out the building's coming online I E map

one 910 supervision centrifugal chiller
currently we have retailers be 100 on
into six hundred and chillers their sporting atmosphere at this
campus on the other supporting equipment would be 1200 tonnes of coal
cooling tower new pumps
variable frequency drives also known as the FT's
that will need at the wheel that we all need to support the additional equipment
we also looked at a are looking at I should say
implementing an optimization optimization software for both campuses
both sent both all the buildings negative Center
to the center plants at both campuses
arm he's this Oct this option was not available and
initial Center plant build-out I just just now becoming available to us
it has proven to be extremely efficient lots of institutions are starting to use
it
on in a nutshell I can just read this birds here
the system is very it's a smart piece a software and hardware that
interfaces with the cooling air handling
and control systems in large buildings once it's installed the system will
learn how
building operates itself to you continues the commissioning
the both the center point and buildings neck between
minute optimizes that operations to improve both
comfort most importantly Inc peace
efficiencies in our campus and provide
up a fully automated demand response
if we want it that out arm so this doesn't replace
the energy management system we already have it actually sits on top
and speaks to it its the energy management system that we currently
happens
in place still has to be there in at this new system actually would have to
depend on
om if we're if someone you're familiar with the
commissioning a building's this essentially is that
it's constantly fine-tuning the building
every day with the building as its occupied even when it's not
by commissioning like monitor base a repre- missing whatnot
might be on a one-time basis this is continual commissioning
that would be done to improve the quality of the classrooms that we have
in place I'm and at the same time more importantly being able to %uh save some
dollars you know the day
I'll so because if this optimization saw
software we were able to garner some
electrical savings if you will both in kWh
and dollar on so we were able to use the
Energy cards constipation contract also known as s
though in some ways are are to some Government Code section forty to seventy
17 are district issue this RFQ
number thirteen dash 2001 on November 6
we received 2 responses on November 29
they were both offenders were train and Siemens
both were great packages after reviewing both submissions
the district selected mean as they submitted very very comprehensive
package we were impressed with that optimization
system as the where was placed a different institutions
private companies so we were very pleased by that
so arm as part the a
government called 4217 and
an energy audit level study have to be done so
the district of Christ mean to perform this
audit level energy study on both both campuses
the energies that he was necessary to both confirmed necessity
adding more cooling capacity we knew that
going into it we've always known that but we
let the energy study confirms in which it
it did on the estimate
also that study was necessary to estimate he asked me I should say the
energy savings
have the proposed new each PC optimization software which it did
very pleased and also provide the utility repair rebates
apopka both for the expansion and optimization project for the partnership
program
the district is heavily involved in that partnership program we're probably
throughout the state about the top five are all the Community College statewide
were involved over construction prior projects
its are standard to be involved with that
we also looked at the option adding a chilled water
for more energy storage tank to shift blac campus energy man's
off-peak during heavy summers
for example we those chillers are running their own
I days they're working really hard unfortunately that's
during high peak demand on weekend get away from that
arm so we we did a study on that to see if that was
feasible
%uh the following is what essentially the study yielded
at it it stated that he sent
plant equipment was proved to be necessary
after the LAC campus with new buildings coming online
the increase loaded be larger than current equipment
is capable of calling and once again we knew that going into it
on so this was something we had in mind so the scent
was originally designed with the expansion in modern
I once again the option I've adding a thermal energy storage
tank we found that that was not cost-effective to do
is what the study came back with because the district's current
in Rome it with direct access which we are we had negotiated a good
rate with the league and Constellation Energy
so we we already have a good fix rate
on our electrical arm
up bill you well so it you know mostly because of that
that storage tank option did not prove be feasible
we also look at the scenario going back to our utility
which is medicine at this point but we that also did not yield to
install a thermal
its energy storage tank because of the heavy investment we've already put in on
our central
the expansion that was already out about pads that are available the
on that's all or email so we looked at all those we've we've
we felt like adding that 910 time chiller was
best option for that plant
so the once again the hace optimization software leads to substantial
improvements in operation in energy efficiency
on the optimization software provides continuous commitment singing tuning
HVAC systems to ensure longevity energy efficiency
this is once again to that the system is smart enough to wear
arm once you turn it on if you well right now it whilst
it will learn what the situation up this room is and tomorrow
move forward it will calculate those instead of starting
pulling this room up half an hour in advance more its gonna say now it does
need to be half an hour in advance
will be five min those kind of a specific
a fine-tuning at building level at the room level:
it it all adds up to say
so these are some quick numbers I we came with at the LHC campus we're
looking at approximately six hundred thirty-eight thousand
kW eight savings per year I never at
Park average cost savings for years but six 76 1500
and we're were hoping to get utility rebate
over 100 a one-time check for 100 250,000 these numbers are extremely
conservative
we are very a a comfortable these numbers
well but we believe that the utility might
will be higher and that the savings might be higher as well
the PCC campus born in 88 1000 kW eight cents per year
I response but 58 1500 and
about 50,000 a hundred thousand were expecting other
the utility partnership program on so the total
is about 1.1 kW eights million you know it seems per year
535,000 dollars per
average Parsons per year and I all those right it anywhere between 150 to 250
thousand one-time check we're gonna be getting utility partnership program
arm total construction cost where a its
2.8 million minus the utility
rebate would be you subtract the two hundred thousand items that cost to
about 2.6 million
we do believe that once again that the utility rebate might also go up
in that which would benefit more which would which would bring the construction
cost down so we're hoping
that arm we r
a this fool equate to approximately 7.6
annual savings on utilities for us
with a about 6.4 seven-year simple pay back
on this project six-point 47 simple year
to pay back those are good numbers in in the world have
energy contract if you will
so in conclusion not to just to reiterate
your results show that the district will save approximately eight-point
seven-percent just on and you annually on electricity alone
arm there's a net savings inclusive
annual maintenance and repairs have the
equipment because that's the 7.6 percent we just talked about
minutes the
6.4 years 6.47 your simple pay back
would mean that the period would be over in 2020 2021 around that time area
that that time period thank we recommend
awarding contract to train half-percent a planned expansion and optimization
yeah to be able to move forward with this arm
and depended upon the boards for authorization to move forward
we will bring it back as an action item in June 11 2013

so there's there's other companies that do this and there was
had put out I believe the and you have to do this in order
use that 4270 but there's a few not that many but there are few companies that do
this and and do it well
and they all do it well but the only ones that responded without you
so with Public Enemies everything's public anyway

on substantially different well

annual budget for the personnel commission that is attached to your 5.3
concurrence item if you look at the item you'll see that carmine is our
actuals for 2011-2012
column two is are estimated for this year which is 2012-2013
and the third column all the way to the right is the budget that we ask for your
concurrence this
evening as you can see we've been pretty steady
on the cost measures that we have undertaken to
make sure that we stay within budget and our budget this year
is only a few hundred dollars in access
have the budget that we had last year am part and parcel
is the benefits factor
that you can see under
employee benefits this year we're estimating that we will
and the year with a hundred and forty eight thousand 837 dollars for benefits
and for next year
149,000 thirty nine dollars

in the hall a Champions we are celebrating our eighty-fifth
anniversary the 85th anniversary of Long Beach City College

we end the year with commencements so again we will take the time to celebrate
the achievement

I'd like to revisit what's been happening around here for essentially
the last month on
April 23rd are student trustee
told us that we as a board which he was a member
had committed illegal immoral actions
in taking certain votes any accused us
have heavy violated Ralph M brown
and many many other things at the same time
that he walked out so that he couldn't %eh with any dialogue with us
about what it was that he had said I'm
we sent a letter and said please show us your proof
please get to us by the third love me
anything and everything you have that supports
what it is that you said it was met with silence
nothing was ever turned over to us it way approve
although he was publicly quoted as saying I have so much information that I
can't even
organizes it's been almost a month since that time
and we still don't have believe that information
then we had another
board of Trustees meeting with the student trustee who
is duly-elected member of this board decided on his own
not to come he had the board materials he picked those up
but what that meant was that the student voice
was not represented at that meeting when they were too serious topics of
discussion
in which students really should have had a boy is the students were denied that
voice because at the choice
a poor student trustee and then we had another
Board of Trustee meeting with these topics came up again
and we're very very serious in terms of what was going to happen to our
community college
and its future our student trustee again
decided to absent himself from that meeting fully knowing that the meeting
was
going on so we we
in the meantime we responded to what the student trustee had said
pointed out that that
we didn't think that there was any merit to it invited him to respond
and last Friday not the student but rusty but somebody else
actually less Wednesday responded with a threat
the threat was we're going to the district attorney's office
to show that you guys are wrong and the
made that public well we've been in touch with the district attorney's
office
every day sense then and as if today
the district attorney's office hasn't heard anything from
the student rusty where the person that wrote the letter
and said that they can't respond to it because
they haven't received anything from anybody
raising allegations that that was improper conduct at this PT
I invite the student rusty or anyone else
in his group but particularly him to go with me
and our attorney to the district attorney's office so we can resolve this
once and for all
but what seems most conspicuous to me
is the absence the student trustee ever since he made his initial
allegations this board
is a Colegio board what that means is the way we make decisions
is by reasoning together coming to conclusions
our accreditation standard say that
what we do is we work to support together
and if we reach its conclusion that everybody on the board gets behind it
because stats
the way board's work imagine
a Long Beach City Council with the council member
after a vote that he had no I'm member that
boarded lycra the council they like they leaving and never again communicating
with the board in the council in that case
imagine a court an appellate court with
several justices on it even the Supreme Court
with justice walking out after
a decision didn't go his way and never coming back
its inconceivable and yet that's what we're faced with him
student trustee has denied the trustees at this Community College
representation the last couple of months
I've headed give student trustee reports what to do
activities have been on campus because I'm
for whatever reason the student trustee felt that that wasn't important
thing to do so
here we are at the last meeting that the student
trustee would have an opportunity sitting is a member of this body
influences body it any decisions that it might make
and he's not only absented himself from appear on the die is
but he sits before us in the audience as if
an affront to did students in this communique in this community college
to go to class get their grades engage in extracurricular activities wanna know
what's going on
it is if he's put himself above
everyone else I don't know whether he thinks this is a matter of principle
I don't know whether I I actually don't know what he thinks because he's not
here
he's literally not here and has refused to engage in that dialogue so
to say I am disappointed is p
understatement to say that I am upset to have been accused the moral
in illegal activities by somebody who won't
then present the information that he says supports that
and yet talks to the newspapers about that is
to I in my opinion cowardly
and so I I think it's important to set the record straight and what's been
going on here for
the better part 30 days and I renew my invitation
to go to the district attorney's office with me and was our attorney
and get an answer to what you say or these illegal and immoral
X takes any
to take a look just as you're making that toured
district attorney can you swing by the appropriate body
I regarding the recall because nothing has been done on the recall
got a headline were waiting to respond proper time line
have not been notified you think the processed officially
and we're waiting weekend calling up so you go by there as well

we certainly encourage our students to participate in the governance process

as we would have liked for them that done in another election could be taking
in the fall
but it certainly encourage are still interested he said student
students who are out there who are watching this to please you
take take that step become part part of the solution not part of the problem
future reports I didn't think we're anything today for a feature reports
public comments on on agenda items again this is the opportunity for the public
to para address the Board of Trustees on matters a general district business this
is the time for members of the public to speak and be heard and share your
comments with the port
for the board to this therefore the politician not expect work to comment
respond to public comments a particular position should not be inferred
there are no board member comments during this time
a total of five minutes will be allotted to each subject
unless extended by the word president after receiving testimony the Board may
recommend placing
such items and the agenda of the future

academics but I have a passion and i'm following my passion and I should have

chance to do so and I think this study proves that just because
I am all of us are not interested
and becoming academics
it's not in our best interest to be forced to do so that we should be able
to have other alternatives
and I think you are doing this community a great
disservice by discontinuing the aviation program here
and I would encourage you guys to go back rethink
and replant so that those of us who have a passion
or our industry for aviation that we would have the opportunity to you
pursue that education and bring in continued revenue into

how can they get more involved with us with the split college
in helping us fund these programs and try to keep it together

reach up to are our friends in the in the aviation
friends in in I'll
in the automotive industry in there in France in in

how we can engage them further with Long Beach City College
to see how the can become more apart all the
Community College family in regards to being able to
assist us with finding ways to not only
find some of these programs but to give us a a better understanding
I'll that how we can
better prepare our streets to serve in that industry

I'll and again with one of these things that people haven't been paying
attention and listen because there's nobody wanted to talk about it because
people don't want to
engage in the conversation is it we may have discontinued
programs programs that lead to a degree work or certificate is a pain
supplied within discontinue classes
that would the to these getting some kind of experience
in those areas and mainly because we were unaware
perhaps for that it program didn't require
a degree then require a degree again require
a certificate Oracle a completion date
only the those chancellor's office a recognized as
as being something completion perhaps as a certificate brats
it's a competitive completion of class or or syriza classes that
that would lead to a degree were two area a certificate of completion but
something that
can be used for
employment purposes you know that came up in the last thing we talked about
some the certificates
that that doctor for its not right last time in regards to some other new
courses that were were developing here so I think I want to

richer to our to our partners to our stakeholders
conduct meetings that will certainly make myself available if and when I am

to participate in those so that we can I'll

restructured reorganized and more efficient

are college level programs we are higher education
institution and those programs are

we probably have to change the paradigm about ways to Texas for us
means that only that certificates and degrees it's also getting jobs
and that we can show that we have forces that lead to jobs and not necessarily

office has to realize this world that
too many colleges serve a purpose that only third towards
educating their our students in our communities but also

to the nursing program overall GPA how many times a individual is applied

where this individual fell in how many were rejected because
we I'll we don't have that information the
nursing faculty run that process to their department
but time it is very competitive and
many students who failed the first time
apply a second and third time
and the more times the applied a
the better their chances are but it is certainly something that
be happy to look into to see where
and what information we can give the student about what happened and what she
can do to
better prepare urself to get into the program I'm certainly look into that
