In Kentucky, the General Assembly passes legislation that reorganizes the Department of Transportation
into the Transportation Cabinet.
In addition, the legislation reorganizes the Bureau of Highways into the Department of
Highways and the Bureau of
Vehicle Regulation into the Department of Vehicle Regulation.
Also in 1982, the General Assembly calls on the Transportation Cabinet to present a highway
construction plan every two years. Since the plan is to cover three biennial periods, it’s
referred to as the “Six-Year Plan.”
The Transportation Cabinet has been internally identifying, planning, and designating potential
projects for 30 years. But the 1982 legislation gives the General
Assembly veto power over projects as well as ensuring commitment to a
project beyond the term of any one elected official.
A significant tax change affecting Transportation Cabinet funding occurs in ’82. A weight-distance
tax on commercial motor vehicles is assessed on trucks operating
at declared weights of more than 60,000 pounds. The tax is repealed
in 1986, and then reinstated in 1988.
Legislative changes occurring in 1982 lay the ground work for organizational and business
processes that continue into the 21st century.
