Social Enterprise
The time has come for the Albanian society to take a decision on the path towards autonomy in the social and economic field.
In particular, thanks to civil society that has promoted this need,
a process that will lead to the approval of a framework law on social enterprises is taking place.
The project hereby presented aims to support this process, encouraging the creation of four social enterprises in Albania
and in particular in the districts of Shkodra, Tirana, Elbasan and Vlora, covering in this way almost the entire country.
At the presentation of this project
the Minister of Labour, Social Affairs and Equal Opportunities, Spiro Ksera and the Italian Ambassador Massimo Gaiani, were present.
Minister Ksera pointed out that the law on social enterprises will become a reality through the project
through which many disadvantaged people will be able to find a job.
-Today is an important day for us and for the Ministry of Labour, because the initiatives
that are being implemented for the new law on social enterprises are now becoming real
through a project of the Italian Government and the Italian Cooperation for Development
supporting in four different cities of the country, activities in favor of the most vulnerable people.-
The Italian Ambassador Massimo Gaiani underlined the positive impact that this project has for the most vulnerable groups and that the co-funding of the Italian Cooperation will be approximately 350,000 euro.
This project that COL'OR NGO will implement has a double importance
because on one hand contributes to the creation of four new social enterprises
which will economically strengthen the vulnerable groups of the population
and on the other hand it favors the increase of employment opportunities.
Furthermore the President of COL'OR, Paolo Rossi, said that COL'OR is present in Albania since many years following a path of success
and that he hopes that this collaboration with the Ministry of Labour, Social Affairs and Equal Opportunities will contribute to the creation of incubators for future social enterprises.
This is a sector that in Italy, for example, affects about 250,000 people with a turnover of approximately 6 billion of Euros,
so this means that this kind of system can work out, also through the support of the public institutions,
which is necessary to facilitate the access to credit for the social enterprises and thus to help them in the start-up phase.
Brikena Puka, director of the Centre "Vatra" in Vlora, states that "Vatra" will launch an industrial laundry
which will include as workers the beneficiaries of the centre, i.e. women who are victim of violence and/or at risk of trafficking.
The Women's Center "Hapa të Lehtë" of Shkodra will realize an enterprise to provide catering services for both public and private institutions.
In Tirana, Albania COL'OR will realize a mechatronic garage
a service that combines automotive mechanics and electronics,
not yet widespread in the country.
In Elbasan "Tjetër Vizion" will create a garden centre with two greenhouses on a surface of 1300 m2.
The creation of social enterprises model in these four cities involved in the project, has a double function.
First of all, will offer a chance to the partner organizations, to acquire knowledge
In the context of social entrepreneurship during the start-up phase and, in the future, it can be used as an incubator for other social enterprises.
Secondly the income generated by social enterprises will be used to finance activities in favour of the local communities.
COL'OR was founded in 2002 and since then has worked in Africa, the Balkans and South America
in the following sectors: water, education, vocational training and, recently, sanitation.

COL'OR supports the promotion of the persons through projects of development cooperation,
in full compliance with the needs of beneficiaries
and it considers fundamental the training of new generations to create a solid base of awareness
and a guarantee for the future of cooperation among people.
Taking into consideration the role of women in business,
their participation in training sessions about production techniques is really important.
The activities realized by COL'OR in this area aim at the promotion of human dignity
through the implementation of training activities, in order to provide to the beneficiaries
a greater independence and an advantage for themselves and their communities.
The professional training can not be separated from an activity of professional integration
which has the purpose to provide to the beneficiaries not only the theoretical knowledge
but also an important and useful experience for the future job search.
