The Superintendent of Communications
(SUTEL) is an independent agency of the Costa Rican government
which is in charge of regulating the country's telecommunications market.
Sutel was created in 2008 after the end of the telecom sector monopoly.
Sutel currently employs around 100 officers
whose primary role includes ensuring that the country
has greater equality in terms of telecommunications
and that the market is properly managed.
What were SUTEL's main needs?
One of the main needs
was to find a way to store information
that is very relevant to to the nation's telecommunications sector
and highly confidential, due to the national
regulation process in progress.
In 2011 when Sutel hired a group of three people,
including me, to create the IT Department,
we decided to set up a quite robust
and modern server infrastructure;
and then we decided to work with two data centers
to achieve synchrony between the two sites.
Several solutions were analyzed in the market
and studies were performed,
and the final result was that NetApp
was the best solution that meets SUTEL's needs.

NetApp provides us several advantages right now
One of them is that it adjusts to what we were looking for
in a storage solution: two active-active sites
that are synchronizable.
It also provides reliability regarding
all the data that we are storing in NetApp.
In addition it is highly scalable
and it allows us to rapidly increase
our storage capabilities and save space
since it has data deduplication features.
This allows us to save snapshots in a very simple way.
It has many benefits, of which I can name a few,
like availability.
The information is always available, 24 hours a day
for any device that wishes to connect to our database.
The second one would be reliability,
the reliability of the information.
Everything that is being stored there
has technical arguments to be stable in any situation.
The third one is that the storage technology
of the equipments is highly efficient,
and that allows us to save the information
every five minutes from one site to the other.
