Hello, my name is Richard Brindisi, an average person with a good idea. The idea involves
a tri state regional approach including Laughlin, Bullhead City and Needles. This concept showcases
our natural landscape, resources and community to build America's approach to sustainability
like no other place in the world. Today I share with you the idea of Rio Solare. We
just lost an opportunity with ENN solar to invest billions of dollars in our region and
specifically Laughlin. Whether you believe in renewable energy or not, when Billions
of dollars are invested anywhere it means there is great value. I believe the concept
of using the natural and preexisting infrastructure in our region can mean many more billions
of investment dollars and jobs. That is, of course, if grassroots support of local residents,
business owners and politicians will help Rio Solare become reality. What is Rio Solare?
Rio Solare is about investing in industries that exist elsewhere in the world but not
here. Brazil, for example, offsets their dependence on foreign oil by using sugarcane ethanol.
Rio Solare would be America's answer to compete in this arena. The same is true for the immensely
efficient and powerful high speed trains in Asia and Europe which America is lacking.
In essence, Rio Solare is meant to be a community along our famous Colorado River that demonstrates
these technologies and acts as a modern-day "Epcot Center." It will be an incubator to
foster ideas like no other place in the world and attract millions to vist and spend time
in seeing what can be accomplished. As my time is limited I cannot go into every facet

I understand that as big as this project is to grasp, it can be harder to taker ownership
of it and believe it can happen. I have spent a good deal of time and money to get to this
point but the reality is it won't happen without support. I'm committed to this idea as I will
continue to forge on. Most of us care about our future generations, some of us want to
see change and some are all about the bottom line. I understand these thoughts and that's
good because without thinking about the immense growth that awaits our region and the billions
of dollars and jobs that come with it, lack of a clear vision would be naïve and dangerous.
In closing there is but one message I share today. It is to take ownership of Rio Solare
to be the future of this town, region and perhaps, this great country. Again , for more
