There are about 9 million migrant workers living in Shanghai. Many of them bring their
families and relatives to live in the communities nearing the downtown of city. However, migrants
are largely excluded from urban services, including access to public health and education.
National policy has long been established on locality-based schemes that depend on household
registration (hukou), which is not easily transferable from rural to urban areas. Migrants,
therefore, do not qualify for public medical insurance and assistance programmes, and have
to pay out-of-pocket expenses for medical services in cities. Their kids also have difficulties
to enter public schools and have to enter local private school with unqualified teachers
and less opportunity to learn English. They have been isolated from urban community from
early stage of their learning development.
New Citizen Living Center is a community owned, user led facility for the wellbeing of migrant
women and children. It provides information and services for migrant families and promotes
social inclusion through health, education, technology, and participation activities.
For instance, Sanlin Township New Citizen Living Center opened a English training for
migrant children every week, They have primary school classes from grade one to grade five
with many foreign volunteers as English teacher.
Thanks to the foreign volunteers from different countries, the migrant children love to learn
English and feel part of the English world community. Those kids are part of City's
future and should have same rights and opportunity for better education and health. Please supports
