Inflate a red balloon leaving a two inch flat tail.
(birds chirping)
Twist the 1st three inch bubble.
The next three bubbles you twist
in the bird body fold.
Twist the 2nd six inch bubble.
Twist the 3rd six inch bubble.
Lock both ends of the chain
of the last two bubbles in one lock twist.

Twist the 4th six inch bubble.
(birds chirping)
Lock the free end of the 4th bubble
between the 2nd and 3rd bubbles.
(birds chirping)
Twist the 5th three inch bubble.
(birds chirping)
Twist the 6th soft three inch bubble.
(birds chirping)
Lock both ends of the 6th bubble in one lock twist.
Lock the nozzle of the balloon around the 6th bubble.
(birds chirping)
The rest of the balloon is the 7th bubble.
It is the neck.
Force the 7th bubble between bubbles of the head.
(birds chirping)
You have made the head.
(birds chirping)
Well, we yet have to make eyes.
(birds chirping)
Put the head aside for now.
(birds chirping)
Use the 2nd balloon to make the eyes.
(birds chirping)
Inflate and tie off one soft three inch bubble.
(birds chirping)
Cut off the rest of the balloon
and tie off the end.
(birds chirping)
Split this bubble on two bubbles of the same size.
(birds chirping)
You have made the eye bubbles.
Trim the ends.
(birds chirping)
Lock the eye bubbles at the base of the nose.
(birds chirping)
Twist the eye bubbles a couple times
to secure the lock twist.
(birds chirping)
Use a permanent marker to draw the eyes.
(birds chirping)
You may attach this head to any hat or to a body.
(birds chirping)
I have already prepared a body without a neck.
To attach the head to this body
you have to twist the 8th bubble
at the end of the neck bubble.
Lock the 8th bubble between the arms of the body.
(birds chirping)
Fix all bubbles in proper positions.
Congratulations, you have made Elmo.

You can make the Cookie Monster using the same pattern.
And of course the blue balloons.
