Denis Coliten: These generators are a contract negotiated
by ASPA that FEMA will be providing financial assistance with the cost of this contract.
Theodore L. Leiato: I'm the power generation manager. As you
can see, in the background we're off-loading
the Aggreko rental generators. And this is the
solution, or the temporary solution that we
have right now for a period of about 18 months with the option to extend.
Denis Coliten: To meet the immediate needs of power here
on the island, FEMA brought in 46 of their own
generators and another 10 generators we leased.
The phase II of that is to provide power for
the interim until the plant behind me, the Satala Power Plant, can be rebuilt.
We're inside the power plant and as you can
see in my background here these generators
are probably eight, nine feet to the top of the
generator. When the water came in it was at least that high.
A big part of the damage here is not just from
the salt water that came in, but from all the oil
residue that's on all the transformers, contact
equipment, and got inside of the generators
and the generator engines.
The options available are to rebuild the plant
behind the, or outside of the high hazard
zone, and elevate it so that it is protected from
future similar events. Or possibly relocate it to
another location that may be much safer and provide additional access.
