and then we have a decrease in other expense changes a 2.7 million dollars
that is primarily related to no election being held in the 14-15 year
and also no million dollar augmentation for technology funding
so those are the only things to change

and in the 14-15 year so what this is trying to
to show is that we really need to see
the January governor's budget before we can make any decisions
on future ongoing increases to
our budget because without any additional revenues
we will no longer have a surplus and will be back into a deficit situation as
so that's really the the reason behind showing this slide
in projecting out over two years rather than just looking at the one-year
so moving on this summer
our future budget challenges the full-time factly obligation number is
one of them
the fun as we like to call it
that requirement has been frozen since the fall a 2000 8
and what it means when the phone is frozen
is that we don't have to meet the
number a full-time faculty that we have to be able to meet the same percentage
as part-time to full-time faculty is we had in the previous year
we have been meeting that percentage and over the last several years since the
fun has been frozen
we're anticipating that the fun
will term not be frozen for the fall of 2014
and if it is not frozen in the fall of 2014 that's where we're estimating that
we're going to need to hire thirty new full-time faculty
in order to me are number
I love on the full-time factly obligation
we also have a challenge with our proposition 30
revenues being temporary as you recall when this past they were two furry the
sales tax
is going to terminate at the end of 2016 and the income tax is going to terminate
at the end of twenty
18 so we don't know what that will look like
now when those additional revenues cease
and how that will impact the state budget APA
which is the educational protection account and redevelopment back fills
are a challenge both these right now our creating deficits
and term we don't know
how and if those are going to be backfilled
but until we get that straightened out it is a future budget challenge because
we don't
we don't control I am how much the state
is budgeting for those and we're kinda that the state's mercy
on whether or not they back filled in one of the major challenges
is that our portion its funding is getting more complicated
in 2008 about two-thirds
the apportionment revenue was within the state's general fund
adopted within the budget act now it's only about one-third
have the state's general fund on
so that's why I think are you see that our deficit factor was
3.7 percent because we had two additional pots of money
later feeding into that deficit factor I'm so it's really doubled
the and the differences in the pot some money that can
generate a deficit here's kinda chart just to show that
so back in 2008 you see the three different sources of funding you see the
general fund so this is what we refer to as state
state apportionment you have the property taxes there and read
and the enrollment fees are there in green
typically the journal fun was about sixty six percent
over funding property taxes about 30 enrollment key
enrollment fees about 4 percent now this is what the pie chart looks like
in 1213 and moving forward
the general fund is only supplying about 35 percent
have our revenue property taxes
are firm over 35 percent
her education protection account is 15 percent
the RDA which is the Redevelopment Agency dissolution
is about six and a half percent and enrollment fees are about six point 8
percent I love this now
with term the education protection account
as long its as that exists there will be a deficit
because the way the wording was for that legislation is that every community
college will receive an admin on them
a hundred dollars per FTEs no
this creates a deficit factor to community colleges because your basic a
districts
are receiving EPA funds basic a district is a district
who typically would not receive any state apportionment because they receive
so much revenue from property taxes
and enrollment fees in this instance
even though they're receiving enough money in property taxes enrollment fees
they're also getting EPA fines
so that is going to continue to create a deficit
that the other the crypt if five basic a districts now almost six
so the other 65 to 66 districts
get to pay for those 6
526 basically districts to get some education protection account money
and for the twelve thirteen year that was about 9.3 million dollars
up the deficit or about .2 percent
the other thing that we have a ongoing deficit on that we don't see going away
is within the general fund
there is this what they call stability revenue for
when new colleges come online or when new centers come online
it creates a statewide deficit for those other districts because there isn't
a special set up money to pay for those
and so that's about .3 percent so at this point the chancellor's office is
estimating
that ongoing will have at least a half a percent deficit
every year regardless of how much the state is budgeting
them for these so that's where the funding gets
extremely were complicated and
you know it's a extremely more unpredictable
as time goes on as well
to that concludes my presentation I'll open up to any questions that you may
have

would you agree that we have a budget it appears it's the first budget on time in
determining how many years
it looks like Sacramento I think governor brown has done a good job being
realistic

reliability what you feel that we can depend on this budget this year
I'm abusive European I'm feeling
I would say that the the governor's budget for 13-14
is more realistic than house band in the past year we
we have actually had on-time budgets for the past three years
term coincident coincidentally ever since
the term proposition was passed that if there is not
a on-time budget that legislators would be docked
pay I'm so we've had an on-time budget ever since then
but the the issue
term and the uncertainty with any even though it is the most realistic budget
we've seen
is the the property tax backfill
related to the Redevelopment Agency
firm activities so
they say that they will backfill the property taxes but as we've seen
we have a deficit that the state applied to us
term as as late as August 7th Aves 3.7 percent
that was a hundred $85 million dollar shortfall
on the statewide level for community colleges
in it was primarily related to the Redevelopment Agency property tax is not
coming into the city had anticipated so
we still have not resolved with the Department of Finance whether or not
they're going to backfill that money
and if they are going to backfill when they will backfill it
term you know we may not know until March
2014 whether or not that 3.7 percent deficit factor that they applied in
August is going to come down
are not so in one
way I agree with you that it is the best budget that we've seen
but I am still skeptical on whether or not the state is going to hold true to
their promise to backfill community colleges
for the dissolution of the redevelopment agencies

population in the challenges the governor's having
in trying to address the federal government's concerns over california's
prison population that is going to
require that a lot of state resources go to address that situation
and that some were watching closely on them

to it will become a drag on revenues future revenues
that could have otherwise been diverted to higher education it's interesting
that we spend fifty thousand a year on prisoners and listened
education which is a shame

0 and I see that we have
that .5 percent going to student support services can you
every little bit in terms of what those funds are going towards
we haven't decided at this point in time what they will go to is something that
we will be working closely with
term those to instructional services in student support services to see where
the need is
I'm we're you know the fall semester is
is underway and so will really be focusing
learned what we can do and what we need
for those areas and no decision's been made at this time
I will add to that that as you can see in the budget there's a I'm
five earned forty some odd I'm unfunded FTS
so when the be a serious if needs be
as was expressed by doctor clark is add classes and we've been trying to do so
so
that may wind up being where most those funds are spent to ensure that we are
able to
but those classes on
other members cherry's trustee gone
I was gonna ask the same question that trust younger
asked and I just who's been satisfied with the response that we
we can't right now get the definitive answers I will
when when trustee Clark make that motion a couple months ago
I think the reason board members support it is that we wanted
to show that the board was taking the initiative on seen to it that
the very thing that what was said is gonna be a priority
would be addressed with that additional .5
and I would feel more comfortable if
what we are you know the budget we are voting to adopt night
made it more clear that we were definitely earmarking
that that money to that purpose of keeping
more close from well I mean certainly
the the issue here is this is a.m. budget for the entire
academic year so I'm as the academic year progresses I think
and the boys make clear that adding classes to the extent possible
is the priority I am and
certainly that is to a as you can see in the budget
by I've having over
mmm 500 unfunded full-time
Quinn students in the budget is part of their priority
I'm parted the hesitation is there is a number revenues that we still are not
clear how will the how they will come in
so we're hopeful that it perhaps we can view more
than what we've said here I'm so I think
the the clarity comes in because the lack of clarity comes because
it's not clear how much we will be able to do how many classes will be able to
and over the course of two semesters
that amount of money is not a whole lot of money in terms of and in class
sections five or 515
yes if you do the math but 4600
dollars a.m. FTS a it comes nowhere near
covering the cost to the that unfunded FTS so
we also know that with those classes comes student support needs that are
also not being funded so
that's where the uncertainty comes but I think it was very clear
when doctor clark mentioned it that that to providing courses
is a priority and beyond that
support services that go directly to ensuring students succeed in those
courses
would be the second priority
and if I could add the I think and doctor brought can attest to this
think we added every class that could be added
in the fall semester mean we we built up that schedule as much as we could
mom wants doctor Brock got here in July she hit the ground running and she was
working with the deans and department head saying can you add classes can you
add classes and
where we could we did Ansar fall schedule i think is whether the
largest fall schedules that we've ever offered
and doctor Brock is already working on spring schedule and trying to add
classes to the spring schedule so we have very intent
to add as many classes as we can both accommodate in classroom space
as well as full time an adjunct faculty

to support student success agenda
that we increased or
course offerings by six hundred eat FTEs
which meant 1800 sections is at fair I mean I

a lot more sections and so i think thats

other positions

they have to then have an election to replace trustee upon
someplace else but we don't pay for the city's elections

um he said can we just start adding classes back
it a it is very important for people to remember
I incur technical education for everybody to remember that we didn't so
much is eliminate classes we eliminated programs
a lot of those classes are still being time welding classes carbon eclipses
we reconfigured things in many many ways
infects even now we're teaching out classes
in the areas that we decided to discontinue so I'm it's not like we
eliminated
all the courses in the programs that we said
we were no longer going to him we just had in some instances
some very very expensive programs that were producing very very few
graduates or certificate people with certificates
in even people it didn't really need those certificates to get the jobs
that they wanted to get because they didn't require
a a degree in AS degree or certificate from Long Beach City College may be
required FAA certificate
and if that can be worked out and the program doesn't cost is eight hundred
thousand
year for 6 graduated it can meet since
I'm won't go through all the programs
to tough decisions agonizing decisions
but in the end I think the entire presentation tonight and the other
presentations
that have been made over time about this were
in essence that we faced a
catastrophic economic situation because its funding from the state
we had to save money from someplace we
cut things over the last few years which was things that
we thought we could get away with we thought these were one time things
and then or cyclical things became structural
and we had to say you know we can't you
work our way through this we need to do is to make some structural changes in
hui aur
by asking who we want to be given what our goals are
what the president's agenda is and then follow
that agenda follow those schools and so that for example in critical education
we're winding up doing and working on doing better
future jobs with the Port of Long Beach which is where the jobs are gonna be
when they say we don't so much need a carpenter degree or a welding degree
we people with skill sets that include those things
and that smart stuff just like future other future jobs in
national security things in alternate fuel technologies are
where the jobs are believed to be those are the people that were gonna be
training
and were were working on making those jobs and classes available to students
to have those jobs it hasn't been
fun I it hasn't been pretty
but the consensus so the board was that it was necessary
to retool and to get us to where we are now
now the message that I find most disheartening and
I think we all know it is that
the truth of the matter is that this budget has more risk than the budget
have a couple years ago
more than a couple years before that and the reason for that
is because the assumptions have changed just like what you see
two-thirds funding from the general fund in the States we could say we can take
that to the bank although the story given it to a see you later
regularly they're not even to an atty they're just saying
you know we're gonna find you but stay tuned as to whether we give you those
monies
that creates risk for us because we're trying to hold up the entire system we
get left off
early in to plan for that
we get we get budgets like the budget we're getting
and at the same time to make this bring this full circle
I think what we're showing is that with the board
wants which is more classes for more students so that they can
get through succeed get jobs help our local economy support their families
is exactly what we're doing and that were

we're trying to do everything we can to ensure that
the critical education area the vocational area

student leadership including student trustee who's been communicating with us
on several these issues and now we've been trying to work through to address
the need to the students and particular the knees
shove servicos campus students trying to get back and forth to
up the liberal arts campus or appreciate am
both her efforts in RESP president's efforts
trying to address those needs and will continue to work with
the student leadership to address them going forward
I'll also want to thank everyone who was involved in today's
a ribbon-cutting ceremony over at the Pacific Coast campus we cut the ribbon
on building CC the fitness center
a beautiful building if you've not had a chance to
stop by their great new equipment which will provide for
a number more kinesiology and fitness classes for our
Pacific Coast campus students a.m.
so I think everyone involved in making that happen

I just have a few more comments I'm a one in particular that
I am a particular bill it received a lot of attention lately and I want to just
take a moment to
talk specifically about it and what what the bill means what is impact
may or may not be yesterday the
California Senate past bill simply bill 955
on a bipartisan vote send it back to the same day today for
to concur with the amendments are added to the bill and the assembly is now send
it on to the governor
who we expect will be considering it
to sign into law within the next few weeks
I am in the bill there are six colleges
listed as potential pilots I Long Beach City College is one of those
pilot colleges we are in fact a sponsor of the bill
there's been a lot of contentious a
debate over this bill some
accurate some not so accurate but I do want to just take a moment to comment
on exactly what this would and what it would not mean for Long Beach City
College
begin with what it would not mean if it was enacted into law
it would not mean that we would stop offering
summer courses or winter intersession courses that are funded by the state we
would continue
to provide the same level
up state-supported courses as we do now and as the budget increases we would
increased number of states border courses that would allow students to
continue to pay
the forty six dollars the unit I am
what this bill does allow us to do is if there is demand in particular bottleneck
courses
that it gives the board the authority to offer courses
user in the winter intersession or the summer intercession
above and beyond what the board has authorized a state-supported courses
if that if the call it shows that there is demand
on this mechanism this authority exists for the California State University
system which has been offering
I'm extension courses for for many many years is certainly new to the community
colleges
legislatures been struggling with ways to increase
access at a time when it has not been able to find
appropriately the axis necessary in the state California
and with their actions legislature
has intrusted our college
a as a potential pilot to see if this would work
the bill also requires
that each college provide financial assistance to board a governor fee
waiver
eligible students that indeed would be the case here Long Beach City College
working through the foundation working through other sources of financial aid
whether those ppl I GI benefits
or funds made available to are Long Beach City College Foundation
as well as one-third of all the revenue that's generated
goes to discounting the fee for
or governor free eligible students so there are number provision
in the bill that would require us to not only reduce the cost to students
but divert provide additional financial assistance
I so I'm I realize that
even with all those men mints and changes to the bill
%uh there's still a lot of concern I'm
I know I I speak on behalf of the administration here
is that up we understand that this college serves
the students Long Beach it serves Long Beach we have always had a tradition of
serving
Long Beach that's what the Long Beach college promise is all about
that is why the foundation has raised enough funds to pay for
the first semester every incoming freshman from a
local high school and we will continue to do so
even if given this opportunity to offer more courses
so with that we'll wait and see what happens
with the governor I and then
decide what to do from there if there is still great demand for
courses that are leading to certificates and agree and to transfer
and this bill sign then we will bring back those options to the board at that
time
