My name is Jim Watson I'm the Director of the Bureau of Safety and Environmental
enforcement.
the month of june is safety month throughout the country.
here at the Bureau of safety and Environmental Enforcement we're also encouraging
safety in the month of June.
We're gonna highlight that with a number of important initiatives within
our own bureau for our own employees and also for the public and the
area of hurricane safety.
for our own training we have planned a number of different courses
and activities that are available to our employees on such things as
CPR and fire extinguisher training and other types of important safety
knowledge about the issues
in addition to that we're having a
focus for all of our employees on
the importance of having a good safety culture
we have a special
initiative for that this year as a result of our external
publishing of the safety culture characteristics for the outer
continental shelf industry and of course it's important for the people inside the
bureau of Safety and Environmental Enforcement to have a good safety culture
later on this month we will be hosting a forum including a number of federal
agencies
that have direct responsibility for hurricane events in the gulf of mexico
as most people can imagined the effect of a hurricane can be devastating
on the oil and gas industry
offshore
BSEE recently published a final version of the safety culture policy for
the offshore industry
the safety culture policy is really very simple it includes nine different items
and those items are just the obvious things that you would want in
any community that is interested in their own safety
the first thing on that list is
commitment by the leadership
obviously leadership is important to any endeavor
safety culture requires a commitment of the leaders to get to the individuals
in their organization
and instill right from the top
the necessary values and beliefs that go with
a good safety culture
the next item is risk analysis and evaluation of
your situation
when a person is going to be safe
in their work environment first of all they have to know what the risks are
in that work environment and each person involved needs to take their own
assessment and work with the larger group and the leadership to ensure
everyone is aware and involved as part of the safety culture
personal accountability is a extremely important part of the safety culture
each person that's going to be involved in this endeavor to have a good safety
culture has to be accountable for his or her
actions and being responsible for
others as well
work processes is what safety culture is all about
the focus has to be on the work processes each person should know what
their process is
how to detect a problem in the work process
continuous improvement
is an extremely portent part of the safety culture
no one wants to stagnate in anything that they're doing
the purpose of having a continuously improving safety culture is we never want
to reach our goal this is a continuous journey
there must be an environment for raising concerns
now this is an important role for the organization itself to provide that
environment
but it's also important for the people in the organization
to have an open mind to everybody's ideas and suggestions
effective
safety and environmental communication
now this is something that needs to go on continuously
and needs to be supported by the organization
we have to constantly remind ourselves through this effective
communication that we are in an environment that needs to have constant
attention to the safety culture and to
the risks that surround us
A respectful work environment is absolutely necessary
there must be trust and respect
and
a concern
for each and every person on the team
if there's going to be a good safety culture
and finally
inquiring attitude
an inquiring attitude is one that's going to help
everyone in the community to continue to improve
and to also identifiy new risks
and new challenges for the safety culture
if we're all constantly inquiring as to what's changed
what might be new and what we can do to improve
our environment in terms of safety and environmental protection
then we'll all be appreciative of
the safety culture policy safety at all levels and all times for BSEE is more
than a bumper sticker message
safety at all levels and all times means that we're committed to safety
from the director's level down to
the individuals in in every part of our organization
Remember safety at all levels and all times
is a commitment it's a
value system its
how we live our lives so safety
at all levels and all times means
at all levels of our organizations
and all time of the day and night.
