In good governance news, China details the goal of implementing a full ban of smoking
in public places. Dr. Yang Gonghuan, Deputy Director of the National Center of Disease
Control of China, has described a detailed five-year plan to help ensure the smoking
prohibition which began in May. In 2011, she said over half of provincial cities are expected
to achieve a total end to smoking in public areas, with 100% attainment by the end of
the fifth year. Dr. Yang said the goal is to not see or smell smoke in indoor places,
nor be witness to any advertisements, sales promotions, or sponsorships by tobacco companies.
In addition, the selling of cigarettes to teenagers will cease. She also stated that
raising people’s awareness about their health is the most important aspect of implementing
the ban.
