An action is a set of procedures that can be automatically run
Select brush tool and set the brush size to 1 pixel
Select Pen Tool and set for paths
Draw a small square
Select the square using Path Selection Tool
Open up the Actions palette and hit the new action button
Open Free Transform Tool
Photoshop is recording ever step such as moving something or using a filter
Scale width 105% height 105% angle 5°
Hit Enter to apply the transformation
Open Paths tab
Click Stroke path with brush

Select Polygon Tool
Check star with 6 sides
Drag to draw a star over your image
Right click and choose make selection
Apply radial gradient
Filter > Sketch > Chrome
Click on the new actions button
You can name the action and also assign a keyboard shortcut that will activate the action immediately
Duplicate the layer
Hit CTRL+T to open Free Transform Tool
Scale width 90% height 90% angle 45°
Hit Enter to apply transformation
Hit the Stop button to stop recording
Now click the Play button until the star gets so small that you cannot see it
Hide background layer
Select any layer, right-click and choose Merge Visible
New layer
Holding down Ctrl and click on the layer with stars
With this new layer activated, fill the selection with any color
Set blend mode to color
