for the Board of Trustees Long Beach City College
find this is Michelle accord with I a news and we are here today with doctor
marshall both of key
who is running for Long Beach City College Board of Trustees district when
thank you for joining us your welcome thank you for inviting me
so it I'm in the past year USC professor
and also an adjunct I professor for Long Beach City College
can tell us a little bit about that sure I was the
I've been a physician assistant I since 1974
and I joined the faculty I've USC in the physician assistant program
and I became the curriculum director and retired
after about 10 years there and then came to Long Beach City College
and started working in the as adjunct professor in the in the allied health
program
and what made you decide to run well the reason I'm running is because
10 that one of the major reasons I'm running is because the
I was preparing those students to me I'm in that program
I in the allied health program to become radiology technicians
and when the Board of Trustees I discontinue the 11 programs
number 12 was the radiology technician program
and that really motivated me to run and my students to it
you know plan their whole lives around us working two jobs
working very hard to get in this program all came to me and said you've got to do
something
and community leaders such as Jerry ships key and other community leaders
and people in my
district said to me we can't have this
and thats what motivated me to run so if you had been
a a trustee in the last term how would you have done it differently would you
do you think you would have been able to restore
most to those occasional programs well I don't think it's a question of them have
well
the call the when they when these programs were
discontinued I'm proposition 30 had just passed
and that the budget had not been
up the budget the state budget had not been the
finalized but we knew that I i mean everybody knew that there was gonna be
money
so I would have held off on these budget cuts I would have held off I would have
done some austerity I may be across the board
I there was already furloughs um but I wouldn't have picked these
a sensual job-training programs for our young people
I wouldn't have discontinued them would you pick other
programs i'ma have looked at some other programs to
um to make smaller or to discontinue depending but
what I totally would you know I would not you know I'm up
I'm a candidate so I don't you know I'm not privy to all the
information that goes on in the board meetings and the
they have fun %uh secret meetings every time
up so I'm not sure what you know I with you
at at that particular point I know that across the board there were layoffs up
for
a faculty and I know that there are going to hire 50 more faculty
so you don't I can't really at this point I can intelligently answer that
question
your opponent and incumbent I just call
Kellogg says that the budget must be reduced by up to 5 million
and you also mention permanently reducing faculty positions
how do you feel what's your stance on I'm
on we do think that with the positions well I don't think we need to do that
because the
president is said that our budget worries are over
he was our he was it's been in all the newspapers
um so I don't know where where mister Kellogg is getting his figures
um I think that he likes to cut programs
I think that's one of the things he does best and dumb
I think that we need to change he's been there twelve years and
it's time to you well to move on
so if you were elected I'm what would you do if budget cuts came along how
would you proceed with
I'm reducing reducing I'm programs or staff
um you know I would be at this point you know I'm gonna
like I'm not gonna it completely answer that part
that question because the plans are to hire 15 new faculty
so you know at another time maybe
if there's another crisis and there could be another crisis because
the student debt crisis is ***
is looming you know they could be enough I just would have to
really investigate and study them
study the the question I mean I can't say
right now what programs I would cut if you're elected what with what would be
the first three things that you did when you
I'm Rick you attended office well the first
the one of the first things I would do is start listening to my constituents
start listening to the students and I would not put down any of the student
representatives because they talked about
and if any students faculty staff came
to the border to talk I would listen to them
and I would take them a everything they said into consideration
I which I don't that's one of the things that's not happening right now at this
at this college thing you feel that students are students needs and
and their voices are being ignored oh absolutely and why do you feel that way
well I think that that I don't know how many
students have been affected by the I'm by the cutbacks
we know that we have demonstrations in Long Beach a hundred students
and out in front here but also just the way
um students are dressed in are are
keep considered during the board meetings I mean um
my opponent actually says to the student that you're talking to Justin
representative that you're up
I you're talking too long on and
you know generally do yeah that happens all the time
so what would be the second thing that you do the second thing I would work on
restoring his program I think this is the most
that's the number one think in my campaign I'm
obviously there's going to be a period up learning
listening and getting to know the college but
restoring these programs is my number one priority
and so far five out of six I
mayoral candidates have said they want to restore the program I
you know I Jerry ships King a
party Lowenthal Dr game and on the wall said that these programs even
Robert Garcia wasted is the work here who was on the faculty here and there
was in public relations
also said that somebody's programs have to be brought back so
I believe that working with places like mercedes-benz
which is going to need I'm I technicians for their %uh auto
automobile a manufacturing or automobile assembly
I and working with the Southern California Edison and with
summer the I'm some other unions in the area I think we can bring back
these programs and the city of Long Beach I believe that
that the new mayor will have I'll will be very favorable to
using helping with the with raising money and
helping to bring these things back these programs back any other a
any other issues are on actions you take if he became elect if you are elected
well I mean you know having
buildings that were built with seven hundred million dollars but bob was a
bond money
and then having them empty I'm it's not
really what the voters 84 so I would try to read restore trust
in the college at this point if you asked
somebody in the city upon which to vote for another bond issue
i mean they would say our are you kidding wife why should I do that
they've already but you know they've already gone against my wishes
so I would try to restore I think what are the most important thing is try to
restore the trust
of the taxpayer in Long Beach
in the college and that's by listening to students by enhancing the programs
were bringing back pizza
these vocational programs and and making the college
to and also community programs I think that there's the
adapted physical education program that's under threat and dumb
I think there's more programs like that that serve the community that are not
that are being affected so by this so
by this board the present on the college really makes 235,000
hundred thousand dollars a year how do you feel about that they hear
well actually it's a big figure and
I think bout the problem I have with it because I looked at the figures
on the website it it compares favorably with all the other colleges
the problem I have with it was the raises the 4 percent raises he got and
also the money that goes into his stars account which is over time ago
well the faculty didn't hasn't as it raises since 2007
um he's been getting raises it's like a CEO
that's running a yeah a company into the ground to get rewarded for it
I mean I don't think that that is so that's really proper
so I would I would definitely look at those raises apparently there a
it used to be automatic 4 percent I i think that it's
that that that the board members can say something about that
I now and I would think about restoring some %uh the
benefits to the out to the faculty that that they've been no
you know they've been kinda banging on the drug York
layups set out to dry in a way right I
by the SUP budget cuts while the
the president seems to be doing very well so there anything else you'd like
to say about your candidacy
well I think that that I think that I'm going to be responsive to the voters
responsive to the students my number one I'm
my number one priority is the students on this campus
the school and i wanna see that this plea
to be the best Community College of the City College Community College
in the state I think the trend toward
making the college a transfer college I is
is wrong I think that we need the vocational programs
I'm summer the happiest people I meet in my profession
as a physician assistant have these um I'm
vocational jobs in automotive in
welding and other things up and they're and they do fight
there they're happy great so I will thank you so much for being with us

thank you for joining us and care for inviting me
tell us a little bit about you and you work at the port of La Michelle fortune
what you do there sure well I'm a first-generation every Grand
came to this amazing country of ours I'm
applied a war-torn country and came here and pursued a
happiness for the american dream and
yet started from there and I if it wasn't for that opportunity and that
American dream for
a formal education I wouldn't be here I'm a civil engineer and contact 5 as at
the ports and
and I oversee about four billion dollars contact in practice is over the next ten
years
Santa and really a
wonderful to be able to work for such an organization that creates so many jobs
in this community and
friend beyond so what specifically do you do at the Port of Long Beach threat
to tell us
you know what is the average person how would you describe it to the average
person show
for sure so I'm the contact Compliance Manager which
that means that oversee all the contracting practices and making sure
that are contacting affair
transparent and that that everybody has an opportunity to compete for our
business
and make sure there is and is no 5 there's no collusion
I and make sure that everybody has equal opportunity I
I also oversee and the costs when it comes to the contract and expenditures
like yeah I day-to-day basis how can we minimize them
I change orders back on track to an amendment costs and if there's a
necessity
and making sure our public employees are not
I'm replaced by contacting out okay
and it's making sure that everybody and is
that pretty much it's it's justified and okay has equal opportunity
I don't think either of them contracts over there I felt like to say that way
yeah I'm that you've decided to run whitewater
what was the reason they decided to run for this position always precisely
because my american dream he really
my family and I and came to this country and
you know we'd couldn't have the opportunity at that the place that they
came from Iran
and obviously because it was during the war and
this *** and she gave me so much and I'm a bipartite the public education at
an affordable education and I feel that it's a
at potentially at risk and I want to make sure our next generation has the
same opportunity and this is my way of giving back to
what do you think the biggest threat to on Long Beach City College I think it's
the two-tier tuition program
and now I can you explain just briefly right here
it's a pretty much yeah Long Beach Community College was the only college
out at the entire state which is I'm 102 it consists of 212 that community
colleges
and districts and it was the only could get a college that
implemented a and system where
and students who have more money five times more money and that's at
where forty six dollars is the base a unit cost
and if increased to two hundred twenty-five dollars a unit as an
experiment
I'm and those who do have that much money they can happen access to the
prices and to me they didn't what happens to the student here only eight
can pay $46 dollars a unit they can't get in the course there's no
not in doing this experiment and L
I think it's it I fundamentally disagree with it because it goes against the
fabric
california's master plan education yeah it was
so it's supposed to be affordable fat-free at one point
and I think it creates a hot that have not that we shouldn't
that we shouldn't have it all worked for the wealthy everybody should have access
to education because I believe that the human right I don't think we should give
him a letter like a
so are currently there on there is a budget crisis and mommy City College how
would you
how would you I'm manage that how would you go in and
and I'm and restore on the forty six dollars per unit
yeah so that students don't have to pay five times that to take a class
well I would I mean the we have a surplus in California's budget
and that governor recently but out divided and there's that funds at
allocated for community colleges those at their proximity
but may if we are able to generate 600 ish on full-time students
we can get about three 2.75 I've merely and i three
letitbit three million dollars we should be focusing on those pots of money
grant CNN's state level federal level there's so many opportunities that we
can think creatively and fed up
being in this crisis now I would have putting it
I think it we should not be putting it on the back for the students that should
not be the case
you really need to bring the focus back on serving our clientele which I should
be this stupid
that's why we're all here I'm also on a day-to-day basis be like one change
order that I review it
three million dollars and I've been able to caught because
cost 281 one minute and to me that's what I do I'm not even gonna ask you how
do you think you're qualified to
I'm too and now I'm analyze the budget and
and proposed a different different budgetary
bad that strategies okay great now I have a background in business
the I with us all business owner and I'm also an engineer
I'm also I mean I balanced budgets and I you so
consult to municipalities and other private organizations both public and
private
and organizations and reorganizing their system so they can recover money and put
it back into
and where I really should be and at the port
not some at something that I bring to the table and saving money
is something I do on a day-to-day basis and you know this money is
buffet with alright I partially a bipartisan and payments are made by our
tax dollars am
that money should be put back into the pocket the residents of
Long Beach and i cant find out those ways as creative ways and
I would really have to take a look at all our expenditures
and at the City College and see where we can save that money
and there's also great things that happen their stores that wrapping you
like
the small business programs that looking at how how we can expand that and find
those that creative ways up
that putting have more money back into the district
them back interest that question the other way around done
the school recently cut at at least 11 vocational programs what how do you feel
about that
well I i'm and very I disappointed
heads and
and a cut at those program my I would really wanna visit
the rationale I am I'm in russia now for cutting those programs in my opinion
but not compelling
and they the cut total cost savings were about 2.44 million dollars
okay their professional services contracts that
the district I'm puts out at it's about the line and 3.5 million dollars if we
can
save money that way instead at cutting program that's how I would do it
as only if I'm the up unrestricted general fund and there's other areas I'm
there's also travel and conferences a
folks that I'm we should look at and there's a a tangible examples
I'm in other ways of cutting costs but I wish I would certainly look it
those avenues for some I really look at
what we have as far as expenditures in cutting costs and waste
I'm instead up automatically going in and after
programs or cutting teachers laying off teachers and I
you know it's it's just got it's just not conducive I'm to
I my opinion to the fabric that community colleges
so you're running against stellar sewer how do you feel that you're more
qualified for the position and her
well I V masters and
environmental engineering guy and I a
believe I have a proven track record I'm and producing results I also have the
budget
outside that I can that have handled I handle millions of dollars every day
I've
public money and that's something that it distinguishes me from
my opponents on and I've been able to
reinvest got back into port
and which is a public entity I'm also
I'm I am someone that is just the about
that making sure making a difference on and
not just the conceptual level but let's talk about a plan
implementation but also I have the ability Amin if you
ask that folks that know me I'm going to work with me I have the ability to
build consensus and work with all sides you know my supporters
I'm blessed to have players from all backgrounds and I take pride in died and
it's because
we've worked together to give every T across the I was something that I really
believe that and because
at the end of the day our focus should be
a unified focus and get really bring it back to the students persist elsewhere
and that's what I plan to do and work with the board at work with the
other members to you fine empowering
win win situation to and make sure that we take care of our students
so if you're elected will be the very first thing you did when you
and took office but the very first thing I would do is I'm
I'd really look at find at finding ways to
and why I wouldn't do a research about expenditures but
a on a a bigger scale I would a set up a task force
between the administration the board members at the community or
representatives from the community and the students
so that could be we follow the shared governance model to california has we
build consensus together and were pop on solving
I'm not something that again distinguishes me I'm
fund I believe the rest for the pack abs is that I have an engineering background
and its it's good that he's got switcher who is worth were taught to solve
problems
and you can unilaterally do it you have to work with all stakeholders and I have
got strength and my background and I plan to bring that to the table
and work with everybody and produce a meaningful results for the district but
that would be the first candle thing I would do if I have time

when I went to Long Beach City College the first semester

research

a combination classes called multimedia newsroom I'll be an eight-week course

a chance to cover all the activities from late spring into the summer and
previewing the possible stressful
super well have you had any really exciting or
crazy stories that you read about the stress you're already and we have the
same collagen gas which isn't crazy but it was really cost about $400
