[Music] Presidential Policy Directive 8 is about systematically
preparing the United States to prevent, protect, mitigate, respond to and recover from the
greatest threats that face our country. This policy directive is designed to make us a
more secure and more resilient people. But, PPD 8 is also about using ALL of our national
capabilities, using them smarter and more effectively. It’s about integrating our
capabilities across all layers of government and all layers of society; from the Federal
level to the family level and from the public sector to the private sector and everything
in between. By basing our actions on risk we will build the capabilities we lack…
and improve the capabilities that we already have. We’re developing integrated plans
that will test our capabilities through a rigorous exercise process. And, by the end
of the day our country will be in a better position to rapidly integrate personnel, equipment,
and supplies so that the right resources shows up at the right place, at the right time,
every time, regardless of the threat. It’s no secret to public health people that every
sector of critical infrastructure is dependent upon the health sector, it makes sense, right?
Every sector needs healthy workers because without them our society will not function.
To that end, it's ASPRs job to make sure that the health capabilities from the National
Health Security Strategy are fully integrated into the PPD 8 Frameworks. The best way to
think about PPD 8 is not to look at it as just another Federal policy document; it’s
a national strategy; a national strategy that is designed to engage the whole nation – and
us as individuals – so that we become a more secure and resilient people.
