THE WHEELS OF PROGRESS ARE TURNING ON THE CAMPUS OF CALIFORNIA UNIVERSITY OF PENNSYLVANIA.
THIS TIME, WITH A NEW MANAGED PARKING AND TRANSPORTATION
SYSTEM. THE GOAL: TO DECREASE TRAFFIC ON CAMPUS
AND TO INCREASE CONVENIENCE, SAFETY, AND ACCESSIBILITY FOR THE ENTIRE
CAMPUS COMMUNITY. (BOB THORN) WE'VE HAD A SIGNIFICANT CULTURE CHANGE HERE AT CAL U
IN TERMS OF MOVING FROM A NON-PAID PARKING SYSTEM TO A PAID PARKING SYSTEM,
BUT IT'S BEEN RECEIVED VERY WELL. (NARRATOR) 2,875 PARKING PERMITS
WERE ISSUED FOR THE FALL SEMESTER. MORE THAN SEVENTY PERCENT OF STUDENTS, FACULTY,
AND STAFF WHO PRE-REGISTERED, RECEIVED PERMITS FOR THE PARKING FACILITY OF THEIR CHOICE.
(CHRIS JOHNSTON) THE PARKING MANAGEMENT SYSTEM IS SET UP SO THAT IT'S FAIR, AND THAT IT'S
EQUITABLE, AND IT ALLOWS AN INDIVIDUAL TO MANAGE THEIR OWN PARKING RESOURCES HERE AT CALIFORNIA
UNIVERSITY. I HAVE HEARD FROM A LOT OF INDIVIDUALS THAT THE PARKING
SYSTEM NOW ENSURES THAT THEY CAN COME ON CAMPUS, THEY CAN PARK CONVENIENTLY.
FOCUS MORE ON THEIR STUDIES AND THE REASONS WHY THEY'RE HERE AT CAL, RATHER THAN DRIVING
AROUND LOOKING FOR A PARKING SPACE. (NARRATOR) THE NEW VULCAN GARAGE, WITH 660 PARKING SPACES
AND 375 SPACES SET ASIDE FOR HOURLY PARKING IS AVERAGING 616 CARS PER DAY.
NEW LIGHTING AND PAVING AND NEW GATE SYSTEMS HAVE IMPROVED SURFACE LOTS AND INCREASED THEIR USABILITY.
TWO PARKING ENFORCEMENT OFFICERS MONITOR PARKING FACILITIES AND ISSUE CITATIONS IF NECESSARY.
(MATTHEW YEARDIE) WHAT WE WANT TO DO IS EDUCATE EVERYONE WHO HAS A PERMIT: WHERE THEY'RE ALLOWED TO PARK,
WHERE THEY'RE NOT ALLOWED TO PARK. (NARRATOR) THE UNIVERSITY HAS ALSO INVESTED SIGNIFICANTLY
IN THEIR VULCAN FLYER FEET, ADDING SIX COMFORTABLE A.D.A. ACCESSIBLE
SHUTTLES THAT CONNECT ROADMAN PARK AND VULCAN VILLAGE TO THE MAIN CAMPUS.
ON AVERAGE, PASSENGERS JUST WAIT NINE MINUTES AND TWENTY-TWO SECONDS FOR A RIDE, WELL UNDER THE
TEN MINUTE SERVICE THAT WAS ENVISIONED. (CHRIS JOHNSTON) TO DATE, WE'VE CARRIED
ABOUT SEVENTY THOUSAND STUDENTS, AND FACULTY AND EMPLOYEES
ON THE SERVICE. THE AVERAGE IS ABOUT ONE-THOUSAND FIVE-HUNDRED AND FORTY-SEVEN
PASSENGERS A DAY. (NARRATOR) THE UNIVERSITY ALSO CONTRACTED WITH A COMPANY
CALLED ZIPCAR, WHICH PROVIDES STUDENTS, FACULTY, AND STAFF THE OPPORTUNITY
TO RESERVE VEHICLES ON A PER HOUR, PER DAY BASIS.
(CHRIS JOHNSTON) OUR PUBLIC PARTNER WITH THE MID-MON VALLEY TRANSIT AUTHORITY HAS BEEN
REALLY, REALLY WONDERFUL. I MEAN, THEY'VE RE-ROUTED THEIR ROUTES
TO ACTUALLY IMPROVE PUBLIC SERVICE OUT BEYOND THE OUTER LIMITS OF CAMPUS.
(MATTHEW YEARDIE) ONE OF THE MAIN COMPLIMENTS WE'VE BEEN RECEIVING FROM EVERYONE
IS THE OPENNESS OF CAMPUS NOW. EVERYTHING SEEMS TO BE MORE TRAVERSABLE.
(NARRATOR) SINCE THE NEW SYSTEM WENT INTO EFFECT AT THE BEGINNING OF THE FALL SEMESTER, THERE'S LESS
TRAFFIC, MORE CONVENIENCE, AND FAR MORE SATISFACTION.
