I want my administration to be known as one who says constantly: "What can we do
to help you?"
Of all the so-called reforms and innovations we have passed in the last two legislative
sessions, for which Commissioner Cassellius deserves enormous credit, the one I feel best
about is our increasing the per pupil aid formula about 50 dollars in the first fiscal
year of the biennium, and another 50 dollars in the second year.

No strings attached. No mandates. No tests, or other obstacles. Just spend the money as
you, your school boards, and your other educators think best. We trust you will spend it wisely.
In my campaign for governor two years ago I promised increased state funding for K-12
education every year I was governor--no excuses, no exceptions. So far I've kept my promise,
and I don't intend to break it. More money may not guarantee success, but less money
almost always assures failure.
