A culture of abuse resulted in the death of a 62-year-old man in a jail. My name is Bill
Hawal. I'm an attorney who handled that case; let me tell you what happened. A gentleman,
who was arrested for a minor offense of trespassing and was having some mental health issues,
was placed in a jail for several days. During that period of time when he was in his cell,
he was pepper sprayed repeatedly, he was removed from his cell, strapped naked to a restraint
chair, continued to be pepper sprayed and was finally taken to the hospital where he
died of cardiopulmonary arrest. The medical examiner in the community where this occurred
ruled his death a homicide. We were successful in obtaining a settlement for the family in
