Yunus-Bek Yevkurov, acting head of Ingushetia
Malgobek oil, or the oil on the territory of Ingushetia, is quite pure.
It has a ratio, and the oil is mixed with heavy oil.
Oil companies understand what I'm saying.
At the time, a large amount of oil was extracted there in the Soviet era.
This oil provided the existence, including in the Great Patriotic War, for fleets and high technology.
It all came from Ingushetia, or more precisely Chechnya-Ingushetia. Grozny oil or the Malgobek oil.
Technology was respected then. After the collapse of the Soviet Union, the oil was just pumped.
There was no servicing of the wells that were used there. Densities were not filled with water or anything else.
And, of course, soil movement started. This is a fairly serious problem.
More than five thousand families were threatened. Last year we saw the threat, as well as the year before.
This problem was quite serious in past years. In general, in four years about 650 families were relocated from the landslide zone.
This is a very good housing estate with 500 cottages. The second cottage village has 58 houses.
As for apartment buildings, we are building a whole district, even more than a district. The first stage is that, at the end of October, we will present 870 flats.
The second stage - we have already started construction by the end of next year, the remaining apartments.
By the end of 2014 we will close the topic of the landslide zone, that is, well relocate all the citizens.
This, of course, is from the federal budget and the revenue of the budget of the republic.
As for the criminal situation, I support the fight against all forms of crime and prevention of crime.
World experience, the traditional experience of our people, the Soviet Union, Russia, has shown that without prophylaxis overcoming any type of crime, including terrorism, illegal armed groups, the terrible effects of drug addiction, is unrealistic.
It seems to me that there is a huge role played by the prevention process, working with relatives and friends, and gatherings of settlements, and talks with the residents. Undoubtedly, without the presence of the inevitability of punishment, crime cannot be stopped.
But what the law enforcement agencies, the FSB, the Interior Ministry of the Republic of Ingushetia, other structures, the National Anti-Terrorist Committee, did is stiffen opposition and punish those who do not understand normal language.
For six months, we have been leaders in the North Caucasus in terms of safety. It's great work and, of course, society supported us.
I can tell you that about 70-80 % of the crimes that we see today, uncover and work on them, are uncovered through calls from residents.
That people are the primary source of signals in different directions, including a number of gangs, which have been destroyed in the forest area, in the village where they were hiding, these are signals from the residents.
And the power structures quickly react to it. But again, I repeat, these are complex activities of all entities - both society and the law enforcement agencies, and prevention, and the influence of hard power, without which nothing is possible.
This has led to performing this task.
I think even today that our preventative work with relatives of those killed, arrested or wanted is poor.
It is necessary to further strengthen this work, because the base is quite large, and in any case the relatives may influence the criminals.
Saying today that these are bandits, they have no ethnicity, is a fairy tale. It's like a pro-forma.
Unfortunately, they have relatives, clans and a nationality. This cannot be given up.
On the contrary, it is necessary to recognize this and work on them.
