Today I've announced the UK Low Carbon Transition Plan
to 2020 and beyond.
That's a route map for how, as a country,
we're going to take the carbon dioxide out of what we do,
in the way we provide energy,
in our homes and in our transport as well.
40% of our energy will be low carbon by 2020
under the plans I've announced today.
We're going to reduce the carbon dioxide
that comes from heating our homes by a substantial amount by 2020.
And we're going to take the important steps we need to
to decarbonise transport as well,
for example through electric cars -
a charging infrastructure in cities across the UK
as well as incentives for people to buy electric cars.
So it's big changes in our lifestyle.
It's a route map for Britain as to how we move forward.
But I think there are big benefits for us,
as well as avoiding the disaster of climate change.
We want to make it as easy as possible
for people to go green in their homes,
so we've got a new pay-as-you-save insulation scheme.
It enables people to use
some of the savings they'll make from energy bills
to spread the cost of energy efficiency over a long period.
It makes it affordable, it means that they can both save money,
save energy, and the planet is better off as well.
We're piloting that
before the nationwide programme comes into place.
I've also announced a clean energy cashback scheme
whereby people will be able to generate their own energy
through wind, through solar energy as well,
and sell it back to the grid, both individuals and communities.
So people want to do their bit
in relation to the transition to low carbon.
Today I'm making it possible for them to do it.
There are industrial benefits, because I think we can be a leader
in the new low-carbon technologies of the future,
and we've announced funding to make that possible.
We can be more secure as a country, because we won't be
just continually importing more and more gas and oil.
We'll have home-grown energy, nuclear and renewables as well.
And we're determined to make it fair,
because we know there are upward pressures on prices.
My job is, through a combination of strong regulation,
and I've announced changes to the regulatory system today,
through strong regulation, through help for the most vulnerable
and through energy efficiency,
to make it as fair as it can possibly be.
Internationally, this is important.
It sends a message that Britain is determined to play its part
in the low-carbon revolution.
We are being ambitious today.
We want other countries to be ambitious too,
because the most important thing of all
is that at Copenhagen in December
we get a global and ambitious deal on climate change
to protect the world for future generations.
