STEPHEN O’KANE: The checks and balances are very important between the different branches
of government activity, for example the parliament being the supreme legislative group within
that grouping has a number of accountability functions. It has parliamentary committees,
it has independent parliamentary offices that support it, it has independent officers who
report to the parliament and provide advice on administration and resources, for example
the Auditor General and the Ombudsman. So the parliament when it considers and passes
legislation also reviews legislation and reviews the effectiveness of how public resources
are managed.
