What is Part-Time TAP: An Overview of the New York State Tuition Assistance Program
for students with disabilities at Empire State College
Under New York State law, students who are disabled, as defined by the 1990 Federal Americans
with Disabilities Act, also known as the ADA, do not have to be in full-time attendance
to be eligible for Tuition Assistance Program payments. These students are now eligible
for TAP if they are attending part-time, as defined by the commissioner of education.
This means that students with disabilities may receive pro-rated New York State Tuition
Assistance for part-time study.
Other Rules Remain the Same
The new law did not change any of the other TAP eligibility requirements, including that
students:
Be matriculated in a program of study, and Be in good academic standing, or have achieved
a C average at the completion of their second academic year.
New York State Higher Education Services Corporation is working with the State Education Department
to further define how these existing TAP requirements will be applied to students with disabilities.
Applying for Part-Time TAP: A Step-By-Step Process
Students with disabilities must follow the Financial Aid office’s guidelines for applying
for financial aid:
All students, including students with disabilities, need to complete and submit a new Free Application
for Federal Student Aid, also known as the FAFSA, each year
All students are encouraged to visit the Financial Aid website for additional information about
other financial aid programs and eligibility requirements, appeals, and information about
financial literacy.
Along with the FAFSA, complete the Application for Part-time TAP Eligibility located on the
Office of Collegewide Disability Services web site under ‘Forms’ and submit documentation
that meets the general guidelines found on the application.
Students with disabilities are strongly encouraged to start this process early.
